乡镇公务员职业化发展研究

【摘要】:乡镇公务员职业化是提高基层政府行政效率、加强基层干部队伍管理、促进公务员职业化的重要途径。目前,我国乡镇公务员存在职业能力建设有效性不到位、职业行为不规范、职业道德有待进一步加强等问题,造成这些问题的主要原因是缺乏科学管理理念和方法、保障乡镇公务员职业化的体制机制不健全、乡镇公务员职业精神建设有效性不到位等因素。笔者通过对宿迁市宿城区乡镇公务员队伍职业化现状进行调查分析,学习借鉴西方基层公务员职业化的经验与启示,从完善职业能力建设、规范职业行为建设、加强职业道德建设、培养职业意识四个方面提出推进乡镇公务员职业化发展建议。
[Abstract]:The professionalization of township civil servants is an important way to improve the administrative efficiency of grass-roots government, strengthen the management of grass-roots cadres and promote the professionalization of civil servants. At present, there are some problems in our country's township civil servants, such as the effectiveness of vocational capacity construction is not in place, the professional behavior is not standardized, and the professional ethics needs to be further strengthened. The main reason for these problems is the lack of scientific management ideas and methods. The system and mechanism of ensuring the professionalization of township civil servants are not perfect, and the efficiency of the construction of professional spirit of township civil servants is not in place. Based on the investigation and analysis of the status quo of the professionalization of the township civil servants in Suqian City, the author studies and draws lessons from the experience and inspiration of the professionalization of the grass-roots civil servants in the west, and from the aspects of perfecting the professional ability construction and standardizing the professional behavior construction, Strengthen the construction of professional ethics, cultivate professional consciousness four aspects to promote the development of township civil servants professionalization proposals.
