公共服务购买中的政府责任研究——一个分析框架

【摘要】:为了提高公共服务购买中的公众满意度,政府究竟应该承担哪些责任?分析发现,一般政府责任理论应用于公共服务购买领域存在代理人角色冲突和公众对服务提供者缺乏约束的局限。论文建构了政府责任理论分析框架,将公共服务购买中的政府责任界定为两个维度:一是政府促进市场竞争的责任,以提高服务效率;二是政府保障公众参与的责任,以满足公众需求。根据政府履责的实现程度,形成四种政府责任模式。通过案例分析得出了有效的公共服务购买应包含以上两种责任的同时落实,政府责任的履行程度与公众满意度正相关,以及政府应正确认识并利用公共服务提供中的市场机制,单向度支配公共服务资源将催化"全能主义"大政府模式的结论。
[Abstract]:In order to improve the public satisfaction in the purchase of public services, what is the responsibility of the government? It is found that there are some limitations in the application of the general government responsibility theory in the field of public service purchase, such as the conflict of agent roles and the lack of restriction on service providers by the public. The thesis constructs the theoretical analysis framework of government responsibility, defines the government responsibility in the public service purchase as two dimensions: first, the responsibility of the government to promote market competition in order to improve the efficiency of service; Second, the government's responsibility to ensure public participation to meet public needs. According to the degree of government responsibility, four kinds of government responsibility models are formed. Through the case study, it is concluded that the effective purchase of public service should include the above two kinds of responsibilities, the degree of government responsibility is positively related to public satisfaction, and the government should correctly understand and utilize the market mechanism in the public service supply. Unidirectional domination of public service resources will catalyze the conclusion of "omnipotism" large-government model.
