我国网络民族关系及其调控机制研究

【摘要】：20世纪90年代以来,我国的互联网络发展迅速,在此基础上形成的网络社会成为许多人生产生活中紧密的一部分。与此同时,在我国传统的民族交往模式已经发生了很大变化,虽然直接接触的经济社会交往和文化科技交流对于民族关系和民族发展依然很重要,但网络社会对民族关系的发展有着举足轻重的影响。通过网络社会这个开放便捷的平台进行民族交往,发生民族关系,促进民族发展的现象越来越普遍,特别是在民族成员的生活中占有重要地位。近年来我国少数民族的发展,发生的民族性事件,现实民族关系中出现的新问题,很多都与网络社会中民族交往互动现象有着密切关联。网络社会和现实社会是并存的,共同构成人们的日常社会,网络民族关系是现实民族关系在网络社会中的延伸,它们之间有联系,也存在诸多区别,从形成背景、基本概念到结构特性、影响因素等都不能简单地套用一般民族关系相关概念和理论。网络民族关系是民族关系在网络社会中的一种表现形式,深刻地受到网络时代传播媒介特点影响。博客、微博、微信等新媒体自媒体广泛应用,在推动我国各民族全面交流,加强相互理解,促进民族发展的同时,也很容易出现误解加深,交流受阻,矛盾激发等严重问题和深刻挑战。虽然网民不包括全体民族成员,也难以区分职业地域等信息,但网民的主体是各族青年人群,是民族关系现状和未来的主要建构者和参与者,因此网络民族关系的研究具有代表性和指示意义。笔者基于微博这一典型的网络新媒体进行分析,认为网络民族关系的结构是多维网状的,具有双重性、虚拟性、开放性、实时性、现实反映性、快速蔓延性等特点。总体而言,网络民族关系的正负功能往哪个方向转化关键在于是否有效针对网络民族关系结构、特点、影响因素进行系统调控。在网络社会背景下,除了要在现实问题上坚持我国的民族政策和基本原则,从宏观层面推动民族工作事业,积极发展我国各民族关系外,务必要高度加强网络民族关系结构、特点、影响的认识和研究,对网络民族关系问题对症下药,及时采取调控措施防患未然,民族工作与网络治理联动,通过全面发挥其促进民族间相互理解信任,推动民族科教文化事业发展的正功能,通过调控机制遏制网络民族关系的负功能,民族工作和网络工作的职能部门应根据网络民族关系结构特点,主要是要通过加强网络法律监管、开展民族团结教育、及时反映权益诉求、推动网络健康的民族文化建设等措施,维护平等、团结、互助、和谐的社会主义民族关系,促进网络社会与现实社会民族关系的信任和谐与协同进步。
[Abstract]:Since the 1990s, the Internet has developed rapidly in China, and the network society formed on this basis has become a close part in the production and life of many people. At the same time, great changes have taken place in the traditional mode of ethnic communication in China, although direct economic and social contacts and cultural and scientific exchanges are still very important for ethnic relations and national development. However, the network society has a decisive influence on the development of ethnic relations. Through the network society, which is an open and convenient platform, the phenomenon of ethnic communication, ethnic relations and national development is becoming more and more common, especially in the life of ethnic members occupies an important position. In recent years, the development of ethnic minorities, the occurrence of national events, and the new problems in the reality of ethnic relations, many of them are closely related to the phenomenon of national interaction in the network society. The network society and the real society are coexisting, together constitute the people's daily society, the network national relations is the extension of the realistic national relations in the network society, they have the connection, also has many differences, from the formation background, Basic concepts, structural characteristics, influencing factors and so on can not be simply applied to the general concept and theory of national relations. The network national relation is a kind of manifestation of the national relation in the network society, which is deeply influenced by the characteristics of the communication media in the network age. Blog, Weibo, WeChat and other new media self-media are widely used. While promoting comprehensive exchanges, strengthening mutual understanding, and promoting national development among all ethnic groups in China, it is also easy to see misunderstanding deepen and exchanges be blocked. Contradictions stimulate serious problems and profound challenges. Although Internet users do not include all ethnic members, it is difficult to distinguish information such as occupation regions, but the main body of netizens is young people of all ethnic groups, and they are the main constructors and participants of the present situation and future of ethnic relations. Therefore, the study of network ethnic relations is representative and instructive. Based on the analysis of Weibo, a typical new network media, the author thinks that the structure of network ethnic relations is multi-dimensional mesh, which has the characteristics of duality, fictitious, open, real-time, realistic reflexes, rapid spread, and so on. In general, the key to the positive and negative functions of the network ethnic relations is whether to effectively adjust and control the structure, characteristics and influencing factors of the network ethnic relations. In the context of the network society, in addition to adhering to our national policies and basic principles on practical issues, promoting the cause of national work at the macro level, and actively developing national relations in our country, we must strengthen the structure of network ethnic relations. The characteristics, the understanding and research of the influence, the solution to the problem of network ethnic relations, the timely adoption of control measures to prevent trouble, the linkage between national work and network governance, and the promotion of mutual understanding and trust among nationalities through its comprehensive development, To promote the positive function of the development of ethnic science, education and culture, and to contain the negative function of network ethnic relations through the mechanism of regulation and control, the functional departments of ethnic work and network work should take into account the characteristics of the structure of network ethnic relations. Mainly through strengthening the network legal supervision, carrying out the education of national unity, reflecting the demands of rights and interests in time, promoting the healthy construction of national culture on the network, and so on, to safeguard the socialist ethnic relations of equality, unity, mutual aid and harmony. To promote trust, harmony and harmonious progress between the network society and the real society.
