我国县级政府社会管理问题研究

【摘要】：县级政府在我国的设立已有两千多年的历史,一直都相对的稳定,所发挥的作用也有目共睹,正是由于县级政府具有基层性、综合性、服务性的功能,促使县级政府的社会管理更应该从考虑百姓的实际出发。而现阶段我国正处于社会主义建设的转型和改革期,遇到了很多新的社会矛盾,这些社会矛盾要是持久不解决,会直接影响政府的执政能力,以致会造成社会不稳定。因此,要从长远的实际出发,县级政府应该更加重视现阶段在社会管理过程所遇到的问题与困难。不断将社会管理过程中出现的新问题和产生的新矛盾暴露在阳光之下,让政府能够发挥更大的职能来帮助我们解决这些问题。政府社会管理的直接目的和终极目标是满足人民群众的切身需要,真正为人民办事。在这一背景下,本人以县级政府社会管理的相关概念与理论为逻辑起点,梳理了我国县级政府社会管理的现状,分析了我国县级政府社会管理存在的问题与原因,结合国外地方政府在社会管理方面取得的成就,以及我国县级政府的实际,提出加强我国县级政府社会管理职能应该要采取的措施与方法,主要从更新政府管理理念、加强自身建设、社会主体多元化建设、社会管理体制的建设,社会管理方式的创新、环境保护建设以及优化社会管理评价体系等领域来着手,从而真正提升我国县级政府的社会管理的优势。不断提升政府的服务水平,增强人民的满意度,进一步提升政府的公信力。
[Abstract]:The county-level government has been established in our country for more than 2,000 years, and has been relatively stable all along, and its role is obvious to all. It is precisely because the county government has the functions of grass-roots, comprehensive, and service. The social management of county-level government should consider people's reality more. At the present stage, our country is in the period of transformation and reform of socialist construction, and has encountered many new social contradictions. If these social contradictions are not solved for a long time, they will directly affect the government's governing ability and lead to social instability. Therefore, the county-level government should pay more attention to the problems and difficulties in the process of social management. New problems and contradictions in the process of social management are constantly exposed to the sun, so that the government can play a greater role to help us solve these problems. The direct purpose and ultimate goal of government social management is to meet the immediate needs of the people and to work for the people. Under this background, I take the related concept and theory of the county government social management as the logical starting point, combing the present situation of our country's county government social management, analyzing the existing problems and reasons of our country's county government social management. Combined with the achievements of foreign local governments in social management and the reality of our county-level governments, this paper puts forward some measures and methods to strengthen the social management functions of county-level governments in China, mainly from updating the concept of government management. Strengthening self-construction, pluralistic construction of social subjects, construction of social management system, innovation of social management methods, construction of environmental protection and optimization of social management evaluation system, etc. In order to truly enhance our country's county-level government's social management advantage. Continuously improve the service level of the government, enhance the satisfaction of the people, and further enhance the credibility of the government.
