公益创投:政府购买公共服务的新模式——以浙江宁波为例

【摘要】：公益创投是政府向社会组织购买公共服务的一种新模式,有利于提高公共服务的覆盖面和功效。宁波通过公益创投模式购买公共服务,经过多年的实践和探索,取得了一定成效和经验。政府应从加强社会组织的专业化发展、公益创投项目的常态化管理出发,建立政府、社会组织、公众三方受益的运作机制,使政府向社会组织购买公共服务更加规范有效。
[Abstract]:Public venture capital is a new mode for the government to purchase public services from social organizations, which helps to improve the coverage and effectiveness of public services. Ningbo through the public venture capital mode to buy public services, after many years of practice and exploration, has achieved certain results and experience. The government should start from strengthening the professional development of social organization and the regular management of the public venture capital project, establish the operating mechanism of the benefit of the government, social organization and the public, and make the government purchase public service from the social organization more standardized and effective.
