地方政府创新的动因考察与测度研究

【摘要】：在政府管理体制深入改革的背景下,政府创新已成为提升政府绩效、完善公共服务和实现政府管理转型的一种路径选择。在改革创新的实践中,地方政府的创新策略选择和实施动因有其内在的逻辑机制。构建领导者、组织内外部驱动和创新绩效的地方政府创新动因分析框架并进行实证检验,探究其动因与作用机制,可以发现地方政府创新具有"内外部相互嵌入"的特征。要进一步推动地方政府创新,需要重视学习型地方政府领导者的培养,增强其创新能力,建立推动地方政府创新的绩效评估制度,构建以累积型创新为基础的地方政府自我推进的治理机制,重视多元、持续的地方政府创新以推动地方政府治理能力的发展。
[Abstract]:Under the background of in-depth reform of government management system, government innovation has become a way to improve government performance, improve public services and realize the transformation of government management. In the practice of reform and innovation, the local government's innovation strategy choice and implementation motivation has its inherent logical mechanism. It is found that local government innovation has the characteristics of "internal and external embeddedness" by constructing an analytical framework of local government innovation motivation, internal and external driving and innovation performance, and conducting empirical tests to explore its motivation and mechanism of action. In order to further promote local government innovation, it is necessary to attach importance to the cultivation of learning-oriented local government leaders, enhance their innovative capacity, and establish a performance evaluation system to promote local government innovation. To construct the self-promoting governance mechanism of local government based on cumulative innovation and to attach importance to diversified and sustained local government innovation in order to promote the development of local government's governance ability.
