整体性治理视野下云南省省级政府“大部制”改革研究

【摘要】:2014年5月之后,新一轮的云南省政府“大部制”改革已经开始。与之前相比,42个工作部门减少到40个,从“42+6+1”模式,改变为“40+6”模式。这一轮的改革,省政府共减少了3个部门。此次深化政府机构改革,改善了部门职责交叉分散的情况,进一步健全了省政府部门间职责分工协调机制。目前,新的机构设置已确定,政府职能转变因此也被放在了更加重要的位置。云南省在大部制改革的进程中已积累了一定的经验,循序渐进又结合自身特色的进行着大部制改革。但不难看出,云南省两次机构改革从力度和深度上来说都不如某些省份,改革过程中受到的阻力较大,并没有真正形成分工合理、权责一致、运行顺畅的行政管理体制,因此,深化对大部制改革的理论研究非常有意义。 本文通过对整体性治理理论和大部制改革的理论的梳理,发现整体性治理在价值目标、理论审视和现实要求三个方面与大部制改革有着高度的契合性,而且整体性治理对于促进、深化大部制改革有非常重要意义。同时,本文研究了云南省政府此次改革的相关文件,总结现阶段改革仍然存在的问题和不足。通过以上分析,运用整体性治理的理论工具对云南省“大部制”改革今后的发展提出一些想法,针对大部制改革的目标、原则和治理对策提出建议。
[Abstract]:After May 2014, a new round of reform of the Yunnan Provincial Government has begun. Compared with the previous period, 42 departments were reduced to 40, from "42.61" to "406". This round of reform, the provincial government has reduced a total of three departments. The deepening of the reform of government institutions has improved the cross-decentralization of departmental responsibilities and further improved the coordination mechanism of the division of responsibilities between provincial government departments. At present, the new institutional set-up has been established, and the transformation of government functions has thus been placed in a more important position. Yunnan Province has accumulated some experience in the process of the reform of the large department system, which is carried out step by step and in combination with its own characteristics. However, it is not difficult to see that the two institutional reforms in Yunnan Province are not as strong as in some provinces in terms of strength and depth. The process of reform has encountered greater resistance and has not really formed an administrative management system with reasonable division of labor, consistent powers and responsibilities, and smooth operation. It is of great significance to deepen the theoretical research on the reform of the large-part system. By combing the theory of holistic governance and the theory of large-scale system reform, this paper finds that holistic governance has a high degree of agreement with the reform in terms of value objectives, theoretical examination and practical requirements. And overall governance to promote, deepen the reform of the Ministry has very important significance. At the same time, this paper studies the relevant documents of Yunnan provincial government reform, summarizes the problems and shortcomings of the current reform. Through the above analysis, the author puts forward some ideas on the future development of the reform of "large department system" in Yunnan Province by using the theoretical tools of holistic governance, and puts forward some suggestions on the objectives, principles and management countermeasures of the reform of the large department system.
