拒斥、嵌入、反噬:社会组织行动策略与制度适应逻辑——基于S市公益创投的观察与思考

【摘要】:当前我国社会组织制度发展实现了由"双重管理"向"激励培育"的意向性转变,社会组织自主性空间获得迅速拓展,继而触动了社会组织制度执行生态的变化。公益创投制度的持续推进,客观上改变了社会组织的生存环境,也引发了社会组织制度参与行动策略的调整。文章以当前各地迅速兴起的公益创投制度为例,呈现了社会组织在创投制度适应的过程中,历经了试探性规则拒斥、主动性制度嵌入、破坏性制度反噬三个策略阶段。每一阶段的策略调整,其背后暗含着社会组织对创投制度理性适应的逻辑以及自身成长现实需要的双重考量。在此基础上,文章进一步讨论了自主性边界的议题,提出社会组织行动技术自主性一旦冲破制度本身所能承受的限阈,也将造成破坏性制度后果。
[Abstract]:At present, the development of social organization system in our country has realized the change of intention from "double management" to "encouragement and cultivation", and the space of social organization autonomy has been expanded rapidly, and then the ecological change of the execution of social organization system has been affected. The continuous promotion of the public welfare venture capital system has objectively changed the living environment of the social organization, and also led to the adjustment of the social organization system participating in the action strategy. Taking the rapid rise of the public welfare venture capital system as an example, this paper presents the three strategic stages of social organization in the process of adapting to the venture capital system, that is, exploratory rule rejection, initiative institution embedding and destructive system anti-phantom. The strategy adjustment in each stage implies the logic of the rational adaptation of the social organization to the venture capital system and the double consideration of the realistic needs of its own growth. On this basis, the paper further discusses the issue of autonomy boundary, and points out that once the technical autonomy of social organizations breaks through the threshold that the institution itself can bear, it will also result in destructive institutional consequences.
