长春市城市道路公共交通发展中的政府责任研究

【摘要】:随着长春市城市经济状况的飞速发展,以及城市规模、功能区域不断扩大,一方面,城市居民对于城市交通的需求也是越来越多元化,尤其是对城市道路公交有更加迫切的需求,政府有待提升城市道路公交吸引力;另一方面,如今全社会已经进入到“互联网时代”,智能化、信息化、科技现代化的技术手段层出不穷,如何将这些先进的技术和设备终端应用到城市道路公交发展当中,将政府的管理手段提高到智能化程度,对于政府来说同样具有不可推卸的责任。长春市政府在进行行政体制改革以及法制建设也已经稍见成效,特别是在党的十八届四中全会对实现依法治国以及行政组织“责任法定化”总体目标的要求下,构建法治政府、责任政府的政策方针已经亟待落实。那么,对于长春市政府来说,在发展城市道路公交的过程中如何正确的落实公交优先政策、如何规范和完善自身的管理体制、如何有效监督公交行业市场的有序运行以及如何建立健全行政责任追究机制来问责政府责任,这些问题都已然迫在眉睫。本文共分为四大部分:第一部分,主要是对城市道路公共交通以及政府责任等基本概念范围和包含的主要内容进行了简单介绍,同时对文章所涉及的相关理论,包括治理理论、新公共服务理论和责任政府理论进行了简单阐释;第二部分,对目前长春市城市道路公交发展的现状及从中发展的问题做出了简要概括,也对长春市政府在道路公交发展中责任履行的现状中,责任履行较完善的方面进行了总结;第三部分,是针对第二部分所发现的政府履行城市道路公交发展责任不足的方面做出了具体分析,找出不足之处以便更有针对应的完善和解决问题;第四部分,根据第三部分对政府履责不到位的分析,相应地提出比较具有建设性意义的对策措施,包括了相关政策和财政补贴的落实、科学化的规划管理、公交基础设施和信息化建设、对公交市场运营状况的监督以及政府完善对自身责任的追究等,让政府充分履行城市道路公交发展责任。
[Abstract]:With the rapid development of the city economy in Changchun, as well as the scale of the city and the expansion of the functional area, on the one hand, the demand of the urban residents for urban traffic is becoming more and more diversified. Especially, there is a more urgent demand for urban road public transport, and the government needs to enhance the attraction of urban road public transport; On the other hand, now the whole society has entered the "Internet era", intelligent, information-based, scientific and technological modernization of the technological means emerge in endlessly, how to apply these advanced technologies and equipment terminals to the development of urban road public transport, To raise the government's management means to the level of intelligentization, the government also has the inescapable responsibility. The Changchun Municipal Government has also achieved some results in the reform of the administrative system and the construction of the legal system, especially in the context of the requirements of the fourth Plenary session of the 18th Central Committee of the Communist Party of China to achieve the overall goal of governing the country according to law and the "legalization of responsibilities" of administrative organizations, and to build a government ruled by law. The policy of the responsible government has already been put into effect urgently. Then, for the Changchun Municipal Government, how to correctly implement the public transport priority policy and how to standardize and perfect its own management system in the process of developing urban road public transport, How to effectively supervise the orderly operation of the public transport market and how to establish a sound accountability mechanism to hold the government accountable, these problems have become urgent. This paper is divided into four parts: the first part is a brief introduction to the scope and main contents of the basic concepts such as urban road public transport and government responsibility. At the same time, the related theories involved in the article, including the governance theory, are briefly introduced. The new public service theory and the responsibility government theory are simply explained. The second part makes a brief summary of the current situation and problems of the development of urban road public transport in Changchun City, and also gives a brief summary of the status quo of the responsibility of Changchun Municipal Government in the development of road public transport. The better aspects of fulfilling the responsibility are summarized. The third part makes a concrete analysis of the lack of responsibility of the government in fulfilling the development responsibility of urban road public transport in the second part, and finds out the deficiencies in order to improve and solve the problems more in line with each other. The fourth part, according to the analysis of the lack of responsibility of the government in the third part, puts forward some constructive countermeasures, including the implementation of relevant policies and financial subsidies, scientific planning and management. The construction of public transport infrastructure and information, the supervision of the operation of public transport market, and the investigation of the government's perfect responsibility for its own responsibility enable the government to fully fulfill its responsibility for the development of urban road public transport.
