大数据时代中国政府治理能力建设与公共治理创新

【摘要】：大数据时代的来临,为政府社会沟通能力、科学决策能力、公共服务能力、危机预防能力、组织协调能力以及社会动员能力的提升带来了巨大的机遇。但是,政府面临缺乏大数据治理的思维理念、缺乏大数据的整体性管理机制、缺乏大数据开放共享的制度保障、缺乏大数据技术和人才的必要支撑、缺乏大数据信息安全的法律体系等挑战。为此,政府应直面大数据技术的挑战,从意识层面、管理层面、技术层面、法律层面和伦理层面,科学合理地运用大数据技术,促进政府治理能力的现代化建设,推动政府从"权威型治理"向"大数据治理"的转变。
[Abstract]:The advent of big data's era has brought great opportunities for the promotion of government social communication ability, scientific decision-making ability, public service ability, crisis prevention ability, organization and coordination ability and social mobilization ability. However, the government is faced with challenges such as the lack of big data's thinking concept, the lack of big data's overall management mechanism, the lack of big data's open and shared system guarantee, the lack of the necessary support of big data technology and talents, and the lack of the legal system of information security. Therefore, the government should face up to the challenge of big data's technology, make scientific and rational use of big data technology from the level of consciousness, management, technology, law and ethics, promote the modernization of government governance ability, and promote the transformation of the government from "authoritative governance" to "big data governance".
