我国发展碳金融的现状、问题及对策

【摘要】：在我国,经过数年宣传,低碳经济的概念已经得到广泛传播,相比起来,与其相关的另一个概念,“碳金融”,似乎仍显得比较陌生。二氧化碳究竟如何与金融联系起来?它对发展低碳经济有何作用?世界各国为发展碳金融,采取了哪些手段,我国又做了些什么?未来数年,我国该如何着手,才能在碳金融这个新兴领域走在列强之前,帮助实现低碳发展这个伟大目标? 本文试图对这些问题做一简要回答。文章共分四个部分,主要采用经验引进法和前沿探讨法,以定性分析为手段。第一部分对从温室气体排放到全球变暖再到低碳经济进而碳金融之间的逻辑关系进行了梳理,指出,虽然温室气体具有温室效应确定无疑,但对于整个地球大气环境来说,全球是否正在变暖以及全球变暖是否由人为温室气体排放所导致,这两个问题仍需进一步的证据予以证明或证伪。不过虽如此,发展低碳经济仍然具有确定性的意义,因为提高能效、发展新能源等举措本身即是提高经济效率、应对能源短缺的现实之举。第二部分对国际国内的碳金融研究进展进行了综述,国际上的相关文献主要集中在对碳金融发展路径研究、碳信用价格影响因素及定价研究和碳市场效率及风险管理相关研究三个方面,我国学者研究重点主要为碳金融制度设计、碳市场建设和商业银行绿色信贷,有些文献对碳信用的定价问题进行了初步探讨。第三部分分析了国际国内碳金融的实践现状和我国面临的主要问题,国外主要是欧盟碳市场近年来大获发展,在市场规范、碳产品开发、相关中介机构培育等方面成绩卓著,我国则主要集中在绿色信贷、CDM项目开发等方面,碳市场建设和相关机构的培育比较滞后。第四部分对我国未来发展碳金融的各个基础环节进行了探讨,主要从人才培养、机构培育、市场建设、CDM项目开发以及新市场机制研究等五个方面做了深入分析。
[Abstract]:In China, after several years of propaganda, the concept of low-carbon economy has been widely spread, compared with its related another concept, "carbon finance", seems to be relatively unfamiliar. How exactly is carbon dioxide linked to finance? How does it contribute to the development of a low-carbon economy? What measures have been taken by countries in the world to develop carbon finance, and what has our country done? In the next few years, how should our country proceed to help realize the great goal of low-carbon development in the emerging field of carbon finance before the big powers? This paper attempts to give a brief answer to these questions. The article is divided into four parts, which mainly adopt the method of experience introduction and frontier discussion, and take qualitative analysis as the means. The first part combs the logical relationship from greenhouse gas emissions to global warming to low-carbon economy and carbon finance, pointing out that although greenhouse gases have Greenhouse Effect certainty, but for the entire Earth's atmospheric environment, The question of whether the world is warming and whether global warming is caused by anthropogenic greenhouse gas emissions requires further evidence or falsification. Still, the development of a low-carbon economy is deterministic, as measures such as energy efficiency and new energy are in themselves a realistic way to improve economic efficiency and deal with energy shortages. The second part summarizes the research progress of carbon finance at home and abroad. The related literature focuses on the development path of carbon finance. Carbon credit price and pricing and carbon market efficiency and risk management research on three aspects, Chinese scholars mainly focus on carbon finance system design, carbon market construction and commercial banks green credit. Some literatures discuss the pricing of carbon credit. The third part analyzes the current situation of the international and domestic carbon finance practice and the main problems that our country faces. Abroad, the European Union carbon market has developed greatly in recent years, and it has achieved outstanding achievements in the aspects of market standardization, carbon product development, cultivation of relevant intermediary organizations, etc. In China, the development of CDM projects is mainly focused on green credit, while the construction of carbon market and the cultivation of related institutions lag behind. The fourth part discusses the basic links of the future development of carbon finance in China, mainly from five aspects: talent training, institutional cultivation, market construction and CDM project development, and the research of new market mechanism.
