我国进城务工人员随迁子女异地高考政策的价值分析

【摘要】：随着异地高考政策在各省市的逐步实施,更多问题也涌现出来,亟待回答。异地高考政策应如何平衡各方利益?“异地高考”的核心问题是什么?其价值选择是什么?我国当前的异地高考政策的价值实现情况如何?其价值实现的方向又是什么?基于此,本研究以我国异地高考政策为研究对象,以价值分析为方法指导,辅以事实分析,对异地高考政策的价值选择、合法性、价值实现进程这三个方面进行细致分析。并就异地高考政策的价值及潜在的风险进行探讨,从而扩展异地高考政策研究的视角和范围,为该政策的价值分析做出一定的学术性参考。本研究从文献研究法和编码法及半结构访谈法出发,分成五章来进行政策的价值分析。第一章为绪论部分,主要分析了研究缘起、提出研究问题、研究意义,并在分析和研究文献的基础上,阐述了研究思路和方法,并进行概念界定；第二章探讨了异地高考政策的生成框架及价值基础,并对政策进行编码内容分析的基础上,分析得出政策的价值选择；第三章基于对教育政策合法性的理解,分析了异地高考政策的政治合法性与社会合法性；第四章则对异地高考政策的价值实现进程进行探讨；第五章总体探讨了异地高考政策价值的实现方向和策略。通过研究,本文得出如下结论：第一,异地高考政策的价值选择体现了保障随迁子女受教育权利,促进高考制度的改革,完善社会流动机制,满足人民需求,促进社会公平,增进教育民主,调整资源分配等等方面。第二,异地高考政策符合国家政治合法性和社会合法性。但政策仍旧在价值选择及其合法性方面存在缺失。第三,异地高考政策目前的价值实现进程在逐步推进,但效果有限。第四,促进异地高考政策的价值实现,需从理念变革、制度改革、协同发展三个方面共同努力,确保政策的有效推进。
[Abstract]:With the gradual implementation of the policy of college entrance examination in different places in various provinces and cities, more questions have emerged and need to be answered urgently. How to balance the interests of all parties in the policy of college entrance examination in different places? What is the core problem of the college entrance examination in different places? What is the value choice? What is the value realization of the current policy of college entrance examination in different places in China? What is the direction of its value realization? Based on this, this study takes the policy of college entrance examination in different places as the research object, the method of value analysis as the guidance, and the analysis of facts, to choose the value and legitimacy of the policy of college entrance examination in different places. This paper makes a detailed analysis of the three aspects of the process of value realization, and probes into the value and potential risks of the policy of college entrance examination in different places, so as to expand the perspective and scope of the research on the policy of college entrance examination in different places. This study is divided into five chapters to analyze the value of the policy. The first chapter is the introduction part, which mainly analyzes the origin of the research. On the basis of analyzing and studying the literature, this paper expounds the research ideas and methods, and defines the concept. Chapter two discusses the formation framework and value basis of the policy of college entrance examination in different places. Based on the analysis of the coding content of the policy, the value choice of the policy is obtained. The third chapter analyzes the political legitimacy and the social legitimacy of the college entrance examination policy in different places based on the understanding of the legitimacy of the education policy. Chapter 4th probes into the process of realizing the value of the policy of college entrance examination in different places, and chapter 5th discusses the direction and strategy of realizing the policy value of college entrance examination in different places as a whole. Through the research, this paper draws the following conclusions: first, The value choice of the policy of college entrance examination in different places embodies the protection of the right to education of children who follow the move, the promotion of the reform of the college entrance examination system, the improvement of the social mobility mechanism, the satisfaction of the needs of the people, the promotion of social equity and the promotion of educational democracy. Second, the policy of college entrance examination in different places accords with national political legitimacy and social legitimacy. However, the policy still lacks value choice and legitimacy. Third, At present, the value realization process of the policy of college entrance examination in different places is advancing step by step, but the effect is limited. 4th. To promote the realization of the value of the policy of college entrance examination in different places, it is necessary to make joint efforts from three aspects: idea change, system reform and coordinated development. Ensure effective policy advancement.
