哈萨克斯坦政府中学教育质量控制

【摘要】:在市场经济激烈竞争的今天,教育质量和水平对个人生活质量具有重要的影响,它直接决定了个人的自我满足和实现价值的能力。实践表明一个国家的教育水平,不仅影响该国经济和社会发展水平,而且也是确保一个国家经济和政治独立和其进一步发展的一个关键因素。因此,对教育质量的研究,对进一步提高国家经济和社会发展水平具有迫切性和现实性的意义。控制和提升教育质量,需要建立一个国家教育质量评估系统,通过引入独立的外部评估体系(授权,认证,认可,全国统一测试,外部评估,政府控制和其它),从而为实现有效的,客观的监管提供了一个有效的基础。国家教育质量评估系统通过综合考试将评估知识的质量;有助于相关的教育职能机构来跟踪学生和教育机构的发展动态。建立一个全面、系统的连续教育质量监测体系,也是国家教育行政习题的一个关键组成部分。在哈萨克斯坦教育质量评估是由国家教育行政部门作为唯一主体担当的。然而,世界经验表明,一般是学生的学业质量评估应由独立机构或公共的外部机构进行,这样才能保证评估和客观性和有效性。本篇论文基于一般三个问题:WHY,WHAT,HOW。通过相关研究来确定中学教育质量低的原因;对中央政府可以使用的监管方法和手段进行探究,以实现提高教育质量和政府有效实现行政职能的方法和手段。相关的理论和科研成果可以在当代哈萨克斯坦政治发展研究的深入过程中得到有效的运用,也可以应用在现实的哈萨克斯坦的中学教育管理过程中,具有巨大的理论和现实意义。
[Abstract]:In the fierce competition of market economy today, the quality and level of education have an important influence on the quality of personal life, which directly determines the ability of individuals to satisfy themselves and realize their value. Not only does it affect the level of economic and social development in the country, but it is also a key factor in ensuring the economic and political independence and further development of a country... therefore, research on the quality of education, It is of urgent and realistic significance to further improve the level of national economic and social development. To control and improve the quality of education, a national education quality assessment system needs to be established through the introduction of an independent external assessment system (authorization, certification, Recognition, national unified testing, external evaluation, government control and other measures, thus providing an effective basis for effective and objective regulation. The National Educational quality Assessment system will assess the quality of knowledge through comprehensive examinations; To assist relevant educational institutions to track the development of students and educational institutions and to establish a comprehensive and systematic monitoring system for the quality of continuous education, It is also a key component of the national educational administration exercises. In Kazakhstan, the assessment of the quality of education is carried out by the State administration of education as the sole subject. However, world experience shows that. Generally speaking, the assessment of students' academic quality should be carried out by an independent body or by a public external body. This paper is based on three general questions:: WHYY and WHATATHW. through relevant research to determine the reasons for the low quality of secondary education; to explore the regulatory methods and means that the central government can use. In order to achieve ways and means of improving the quality of education and the effective fulfilment of administrative functions by the Government. Relevant theories and scientific research results can be effectively applied in the in-depth study of the political development of contemporary Kazakhstan, It can also be applied in the course of middle school education management in Kazakhstan, which has great theoretical and practical significance.
