外语教学本质视野下的英语高考制度改革研究

【摘要】:我国英语高考制度改革自八十年代以来已经经历了三十多个年头。最新一轮的改革始于2013年10月的北京市教委公布的“中高考改革征求意见稿”,意见稿中提到的”降低中高考英语分值”引起了民众的热议。2014年9月,国务院正式公布了《关于深化考试招生制度改革的实施意见》并发表声明,英语高考总分不变,仍然是150分,而且会增加一次考试的机会,即一年两次考试。此次改革将从上海和浙江两省开始试点,2017起全面实行。中国高考制度作为影响千家万户,特别是关系到“百年树人”得失的基础教育公共政策,牵一发而动全身。尽管只是其中的英语改革,同样对教学育人有着强大的导向和反拨作用。在历时一年的对于高考英语改革的各种猜测和分析中,我们不绝于耳地听到希望改革促进改变教学和学习方式,让英语教育回归本质的讨论。那么,到底什么是英语教育的本质呢?有专家认为,英语作为语言交流的一项工具,应强调在教学中的实际交流和运用能力;也有人认为,英语是人文学科的一个分支,人文教育更为重要。本文将从外语教学的本质即交际性和人文性出发,通过对中国英语高考制度的历史梳理,一方面充分肯定英语高考在一定的历史阶段所发挥的积极作用;另一方面,以外语教学本质的理论为依据,分析现行的英语高考制度和内容所存在的不足之处。同时,结合马克思的辨证唯物主义的观点来看待处于风口浪尖的英语高考制度改革,用发展的观点看待和分析问题,在此基础上,对新一轮改革提出自己的建议和想法,供政策制定者和教育专家参考,共同推进和完善新一轮高考英语制度改革。
[Abstract]:The reform of the college entrance examination system in China has gone through more than 30 years since the 1980's. The latest round of reforms began in October 2013, when the Beijing Municipal Education Commission published the "draft for opinions on the Reform of the Middle School entrance examination." the proposal to "lower the score of English for the junior high school entrance examination" has aroused heated debate among the public. In September 2014, The State Council officially published the opinions on the implementation of the Reform of the examination admission system and issued a statement that the total score of the English college entrance examination will remain unchanged at 150 points, and will increase the chances of one examination, that is, twice a year. The reform will start in Shanghai and Zhejiang Province from the start of the pilot program in 2017. The college entrance examination system in China, as a basic education public policy which has an impact on thousands of families, especially on the gain and loss of "bringing up people in a hundred years", makes a great impact on the whole body. Although English reform is only one of them, it also has a strong guidance and backwash effect on teaching and educating people. In all kinds of speculation and analysis about the reform of college entrance examination, we hear the discussion of the hope that the reform will promote the change of teaching and learning style and the return of English education to its essence. So what is the essence of English education? Some experts think that English, as a tool of language communication, should emphasize the practical communication and application ability in teaching. Others think that English is a branch of humanities, and humanistic education is more important. Starting from the essence of foreign language teaching, that is, communicative and humanism, this paper, by combing the history of the college entrance examination system in China, will, on the one hand, fully affirm the positive role played by the college entrance examination in a certain historical stage; on the other hand, Based on the theory of the essence of foreign language teaching, this paper analyzes the shortcomings of the present English college entrance examination system and content. At the same time, according to Marx's dialectical materialism, the reform of the English college entrance examination system, which is at the forefront of the wave, is treated and analyzed from the viewpoint of development. On this basis, the author puts forward his own suggestions and ideas for the new round of reform. For policy makers and education experts to promote and improve the new round of college entrance examination English system reform.
