基于教师专业标准的中小学教师资格制度研究

【摘要】:教育在当今社会经济发展中的作用日益显著,社会各界对教师的专业素养、能力的要求也越来越高。教师资格制度是国家选拔合格教师的基本途径,是保证具有合格素养的人进入教师行业的关键环节,教师专业标从各个方面明确了合格教师应具有的素质和能力,是教师资格制度建设的内在支撑和基础。2012年我国首个全国统一的中小学教师专业标准出台,而全国中小学教师资格制度改革从2011年已在全国开始推行,如何基于教师专业标准进行中小学教师资格制度改革和建设是教育管理领域亟需解决的重要问题。 本研究以教师专业标准是教师资格制度的依据和内在要求为基准,结合调查来研究中小学教师资格制度的建设问题。教育部出台的《中小学教师专业标准》包括专业理念与师德、专业知识和专业能力这三方面内容、共包含六十多条具体要求,对教师职业道德要求和综合业务水平提出了更高的标准。在尚未进行全国统考的地区依旧存着以往的认证标准低、考试方法内容不科学等弊病,亟需改变。通过研究发现,随着国家教师资格证考试制度的逐步推行,,全国统考地区进行了改革实践,在中小学教师资格制度的认证、考试和管理方面都有所突破,但是不同地区存在教师资格报考认证的条件与各地实际水平不符、考试程序不科学、考试内容不能全面和证书管理混乱与操作性不强等问题。由于中小学教师专业标准的出现晚于全国统考改革办法的推出,加上我国各地教育水平的差异和历史现实的阻碍,导致了我国现阶段中小学教师资格制度在各方面存在的各种问题。 本研究借鉴国外美、日等国的成功经验,同时根据我国实际情况,基于中小学教师专业标准的角度,提出教师资格制度改革与建设需要从以下几方面提出了意见措施:教师资格的认证和考试报名条件严格审查、建立专业的认证组织、实行师德一票否决制,引入心理测量进行定量分析;在教师资格考试方面改革考试程序、丰富考试内容来考察专业标准要求的素质,实行教师资格实习制度等;完善证书管理的操作性与灵活性,规范教师资格的向下通融测评等,为近阶段中小学教师资格制度的建设提供参考。
[Abstract]:Education plays a more and more important role in the development of social economy. The teacher qualification system is the basic way for the country to select qualified teachers and the key link to ensure the qualified persons to enter the teacher profession. The teacher professional standard defines the quality and ability of qualified teachers from various aspects. It is the internal support and foundation of the construction of teacher qualification system. In 2012, the first unified national professional standard of primary and secondary school teachers was issued in China, and the reform of the national primary and secondary school teacher qualification system has been implemented in the whole country since 2011. How to reform and construct the teachers' qualification system based on teachers' professional standards is an important problem in the field of education management. This study is based on teachers' professional standard, which is the basis and inherent requirement of teacher qualification system, and studies the construction of teacher qualification system in primary and secondary schools. The "Professional Standards for Primary and Secondary School Teachers" issued by the Ministry of Education includes three aspects: professional concepts and ethics, professional knowledge and professional competence, which contain more than 60 specific requirements. A higher standard is put forward for teachers' professional ethics and comprehensive professional level. In the areas where the national examination has not been carried out, there are still shortcomings such as low certification standards and unscientific examination methods, which are in urgent need of change. Through the research, it is found that with the gradual implementation of the national teacher qualification examination system, the national uniform examination area has carried out reform practice, and has made a breakthrough in the certification, examination and management of the primary and secondary school teachers' qualification system. However, there are some problems in different regions, such as the condition of teacher qualification registration and certification does not accord with the actual level of each region, the examination procedure is not scientific, the examination content is not comprehensive, the certificate management is confused and the operation is not strong. Since the emergence of professional standards for primary and secondary school teachers is later than the introduction of the national uniform examination reform method, coupled with the differences in education levels in various parts of our country and the obstacles of historical reality, It leads to various problems existing in all aspects of teacher qualification system in primary and secondary schools in our country at the present stage. This study draws lessons from the successful experiences of foreign countries, such as the United States, Japan and other countries. At the same time, according to the actual situation of our country, based on the professional standards of primary and secondary school teachers, The paper points out that the reform and construction of teacher qualification system should be carried out from the following aspects: strict examination of qualification and examination conditions, establishment of professional certification organizations, and implementation of the one-vote veto system of teachers' ethics. Introducing psychological measurement to carry out quantitative analysis, reforming the examination procedure in the aspect of teacher qualification examination, enriching the examination content to investigate the quality required by the professional standard, carrying out the system of teacher qualification practice, perfecting the operation and flexibility of certificate management, and so on. Standardizing the downward accommodation evaluation of teachers' qualifications provides a reference for the recent construction of teacher qualification system in primary and secondary schools.
