辽宁省基础教育集团办学模式研究

【摘要】:基础教育集团办学模式是近年来兴起的一种新型办学模式。从上个世纪90年代开始,随着我国教育改革的不断深入,各种教育集团如雨后春笋般出现并强劲发展,经过近二十年的发展,已经成了社会各界与政府部门及广大教育消费者关注的热点。教育集团办学模式通过创新管理体制和机制可以实现教育资源的优化与整合,形成办学的规模效应,体现出空间、人才和内部管理等优势,对于教育的均衡发展具有重要意义。但是,由于我国基础教育集团办学模式起步较晚,在发展的过程中也面临着诸多问题,这些问题如果不解决,将会影响基础教育集团化办学模式的健康发展,基于此,本论文在文献资料阅读的基础上,采用访谈等方式对辽宁省基础教育集团化模式进行了研究,在全面了解其办学模式与总结其办学特点与成就的基础上,找到问题形成的原因,并针对这些问题提出相应的解决策略。本文认为,辽宁省基础教育集团化办学目前的特色主要是集团资源的规模性、组织结构的层次性、集团管理的专业性、资金来源的广泛性和集团功能的多样性。办学的成就主要表现在品牌效应提升了办学质量、优质教育资源得到扩大、各类资源能有效整合与共享、创新教育体制;存在的问题主要在于管理机制有待进一步完善、资源配置问题亟待解决、动力机制问题需要加强、统一管理与特色办学之间的矛盾需要处理以及教育垄断问题严重。本论文提出的解决策略主要从管理体制、职能定位、经费筹措等三个方面展开,具体涵盖了存在问题的基本内容。
[Abstract]:The school running mode of basic education group is a new mode of running a school in recent years. Since the 1990s, with the deepening of education reform in China, various education groups have sprung up and developed strongly, after nearly two decades of development. Has become the community and government departments and the vast number of educational consumers concerned about the hot spot. By innovating the management system and mechanism, the educational group can optimize and integrate the educational resources, form the scale effect of running a school, embody the advantages of space, talent and internal management, etc. It is of great significance to the balanced development of education. However, because of the late start of the basic education group running mode in our country, there are also many problems in the process of development. If these problems are not solved, it will affect the healthy development of the basic education group school running mode. Based on the reading of literature, this paper studies the collectivization mode of basic education in Liaoning Province by means of interviews, and finds out the reasons for the formation of the problem on the basis of a comprehensive understanding of the mode of running a school and summing up the characteristics and achievements of running a school. And put forward the corresponding solution to these problems. This paper holds that the main characteristics of basic education collectivization in Liaoning Province are the scale of group resources, the level of organization structure, the professionalism of group management, the wide range of capital sources and the diversity of group functions. The achievements of running a school mainly show that the brand effect has improved the quality of running a school, the quality of educational resources has been expanded, all kinds of resources can be effectively integrated and shared, and the educational system has been innovated, the main problems are that the management mechanism needs to be further improved. The problem of resource allocation needs to be solved, the problem of power mechanism needs to be strengthened, the contradiction between unified management and characteristic school running needs to be dealt with and the problem of educational monopoly is serious. The solutions proposed in this paper are mainly from three aspects: management system, function orientation and financing, which covers the basic contents of existing problems.
