无锡市北塘区基础教育资源配置均衡化研究

【摘要】：教育是一个国家和民族最根本、最重要的民生事业,是广大民众最直接、最切身的利益,而教育公平则是实现和谐教育、践行核心价值观和促进社会公平的重要基础。要实现教育公平发展,其一个必要条件就是实现基础教育资源公平合理配置,这正是当前政府和教育行政部门的基本职责。然而目前随着城市化进程的推进,由于历史、政策、理念等原因,教育资源在区域内校际之间的配置存在明显差异,呈现不均衡态势,制约了基础教育的均衡发展。本文紧扣教育公平,从对无锡市北塘区基础教育资源配置现状的分析入手,通过对教育资源非均衡配置的现实问题的分析探求其背后人、财、物方面的原因,并以新公共服务的理论视角和促进教育公平为终极目标进行反思,从而针对这些原因提出了系统的基础教育资源均衡配置的策略。首先探讨基础教育资源均衡配置的必要性和可行性,同时以北塘区推进基础教育资源配置现状为实例研究,通过调查数据全面梳理了北塘区基础教育资源配置存在的主要问题,即教育布局规划不合理、人力资源管理不均衡、物资资源配备不公平、信息资源整合不协调,再从问题中深入寻找分析原因,明确北塘区推进基础教育资源配置均衡化总体思路,即转变教育行政观念、科学制定教育规划、全面统筹教育布局、积极改善办学条件,最后提出了切实可行的对策和建议：人力资源人本管理,提高政府基础教育民主服务能力；财物资源均衡发展,提高政府基础教育整体提升能力；信息资源区域共享,提高政府基础教育战略导向能力。
[Abstract]:Education is the most fundamental and most important cause of people's livelihood in a country and a nation. It is the most direct and immediate interest of the broad masses of people, and the educational fairness is the important foundation for realizing harmonious education, practicing core values and promoting social equity. To realize the equitable development of education, one of the necessary conditions is to realize the fair and reasonable allocation of basic education resources, which is the basic duty of the current government and educational administrative department. However, with the advancement of urbanization, due to the history, policy, concept and other reasons, there are obvious differences in the allocation of educational resources between schools in the region, showing an unbalanced situation, which restricts the balanced development of basic education. Based on the analysis of the present situation of the allocation of basic education resources in Beitang District, Wuxi City, this paper tries to find out the reasons behind the problems of the unbalanced allocation of educational resources in terms of human, financial and material, through the analysis of the current situation of the allocation of basic education resources in the city of Wuxi. It also reflects on the theoretical perspective of the new public service and the promotion of educational fairness, and then puts forward a systematic strategy for the balanced allocation of basic education resources in view of these reasons. Firstly, the necessity and feasibility of the balanced allocation of basic education resources are discussed. At the same time, taking the current situation of the basic education resources allocation in Beitang District as an example, the main problems in the allocation of basic education resources in Beitang District are comprehensively combed through the investigation data. That is, the education layout planning is unreasonable, the human resource management is not balanced, the material resource allocation is not fair, the information resources integration is not coordinated, and then from the problem to find out the reason deeply, It is clear to Beitang District that the overall idea of promoting the balanced allocation of basic education resources is to change the concept of educational administration, to scientifically formulate educational plans, to plan the overall layout of education, and to actively improve the conditions for running schools. Finally, the paper puts forward some feasible countermeasures and suggestions: human resource people-oriented management, improving the government's ability of democratic service in basic education; The balanced development of property resources can improve the overall ability of the government's basic education, and the regional sharing of information resources will enhance the government's ability to guide the basic education strategy.
