基于项目管理的浙江省成人高等教育管理改善研究

【摘要】:成人高等教育是我国教育体系的重要组成部分,对于提高广大人民群众的文化素养,提升全社会的科学技术水平具有重要的作用。改革开放以来,总计有数千万人参加了成人高等教育,通过学习获得了高等学历、学位,提高了自身综合素质,为社会进步、经济建设、文化发展作出了巨大贡献。浙江省作为我国的经济、教育大省、强省,成人高等教育在20世纪90年代末和本世纪初迎来了黄金时代,创造了辉煌的成绩。近年来,随着教育大发展,高等教育由“精英教育”转变为“大众化教育”,普通高等院校招生人数的持续增长,我省部分成人高等教育办学单位出现了招生难、教学质量下降、学生数量萎缩、办学水平下降的现象。成人高等教育走到了发展的十字路口,如何在新的社会环境和历史阶段发挥更大的作用,如何积极应对客观环境,转变办学思路,提高教学管理水平,是摆在我省成人高等教育事业面前的严峻挑战。项目管理是一门综合性学科,旨在运用科学的理论与实践提高管理效率,提升管理质量和水平。成人高等教育完全符合“项目”的标准;有明确的目标,即提高教学质量和学生管理水平,促进社会文化科技发展;具有明确的办学周期,受客观教学资源的限制;需要多种资源,包含财力资源、人力资源、场地资源、技术资源,运用于日常管理工作。各院校、教学单位可根据办学层次、专业、性质的不同将举办的成人高等教育分作若干项目,并根据项目的特点,运用项目管理的理论与方法进行管理。本文首先回顾了浙江成人高等教育的发展历程,介绍了国内外目前对于成人高等教育的研究现状,确定了研究目标。阐述了项目管理的理论与实践方法,介绍和分析几种本文研究的理论和方法。然后,本文详细分析了我省成人高等教育现阶段所面临的诸多挑战和自身的问题,探讨了产生这些问题的客观原因和内部制约因素,并对未来发展方向提出了自己的见解。接着,本文从定性和定量两个方面提出如何解决浙江成人高等教育管理存在的问题,重点分析了将现代项目管理理论与方法运用于我省成人高等教育管理水平提升的途径,阐明了本文的研究价值和实践指导意义。最后,提出了本文的研究结论,并展望研究指导价值,以期对浙江成人高等教育管理的实践有所裨益。
[Abstract]:Adult higher education is an important part of our educational system, which plays an important role in improving the cultural literacy of the broad masses of the people and improving the scientific and technological level of the whole society. A total of tens of millions of people participated in adult higher education, through study to obtain higher education, degree, improve their comprehensive quality, for social progress, economic construction. Cultural development has made a great contribution. Zhejiang Province as our country's economy, education province, strong province, adult higher education in 1990s and the beginning of this century ushered in a golden age. In recent years, with the development of education, higher education has changed from "elite education" to "popular education". Some adult higher education institutions in our province have encountered difficulties in recruiting students, the quality of teaching has declined, the number of students has shrunk, and the level of running schools has fallen. Adult higher education has come to a crossroads of development. How to play a greater role in the new social environment and historical stage, how to actively respond to the objective environment, change the thinking of running a school, and improve the level of teaching management. Project management is a comprehensive subject which aims to improve the efficiency of management by using scientific theory and practice. Improve the quality and level of management. Adult higher education fully meets the "project" standards; There are clear goals, that is, to improve the quality of teaching and student management, to promote the development of social culture and science and technology; It has a clear cycle of running a school and is restricted by objective teaching resources. Need a variety of resources, including financial resources, human resources, site resources, technical resources, used in daily management work. Colleges and universities, teaching units can be based on the school level, professional. The nature of the adult higher education will be divided into a number of projects, and according to the characteristics of the project, the use of project management theory and method to manage. Firstly, this paper reviews the development of Zhejiang adult higher education. This paper introduces the current research situation of adult higher education at home and abroad, determines the research goal, expounds the theory and practice methods of project management, introduces and analyzes several theories and methods of this paper. This paper analyzes in detail many challenges and their own problems faced by adult higher education in our province at the present stage, and probes into the objective causes and internal restrictive factors of these problems. Then, this paper puts forward how to solve the problems in the management of Zhejiang adult higher education from the qualitative and quantitative aspects. This paper mainly analyzes the ways of applying modern project management theory and method to improve the management level of adult higher education in our province, clarifies the research value and practical guiding significance of this paper. Finally, it puts forward the research conclusions of this paper. The paper also looks forward to the guiding value of the research in order to benefit the practice of adult higher education management in Zhejiang Province.
