邛崃市义务教育学校开展送教上门工作现状的调查研究

【摘要】:送教上门是针对因各种原因不能到校读书的适龄残疾儿童少年的一种教育安置方式。本研究采用文献法梳理了国内外送教上门相关研究,分别从定义、送教历史、政策法案、送教模式和学术研究五个方面对美国、台湾和大陆地区的送教上门服务进行了梳理和介绍。我国西南地区特殊教育发展滞后,相关研究少,教育公平常常得不到保障,因此有必要对那些不能进入学校的学龄儿童少年的教育开展研究。结合国内特殊教育发展现状,研究者借助教育实践的有利条件,在邛崃市展开了有关送教上门的现状调查研究,研究者首先对从中央到邛崃市的政策进行了梳理,了解了邛崃市开展送教上门支持服务的政策背景,然后用访谈法对7位分管送教上门工作的领导,用问卷法分别对33位送教教师和35名接受送教上门服务的学生及其家庭的情况进行了调查,从而较为全面地调查了邛崃市送教上门服务的现状,并结合当地实际情况对送教上门支持服务今后的工作开展提出了一些建议。本次研究的主要结果如下:1.邛崃市开展送教上门工作起步晚,服务团队经验不足,服务质量较低;接收送教服务的残疾儿童少年障碍类别多样化,障碍程度重。送教服务面临着诸多挑战与困难。主要存在学校领导和教师对送教工作的认知不够全面深入,专业服务人员缺乏,送教教师专业技能亟待提升,专项经费不足,家长配合不积极和各部门未能形成很好的联动等问题。2.邛崃市的送教工作面临着多重困难,但提供送教服务的学校和送教教师因专业人员紧缺、经验不足、经费短缺等问题,无法提供方案自行解决问题,持续开展送教工作需要得到更多的支持,主要的需求包括专业技术支持、人力支持、经费支持和家长支持。3.邛崃市残疾儿童少年的教育需求、家长的心理需求和家庭对权利福利的需求都存在较大的缺口。残疾儿童少年的教育需求与服务人员紧缺、现有服务人员专业技能不足密切相关。学生家长面临着较大的心理压力,需要相关服务人员提供心理支持。学生家庭对残疾人权利福利相关信息知之甚少,希望了解更多信息。根据以上结果,本研究建议:加强培训,增加服务人员数量,提高服务人员技能;联动部门,整合资源,建立和完善行政支持体系;根据服务对象的需求,制定个别化的服务计划;定期开展家长培训,鼓励家长参与服务计划;充分发挥资源教室在送教上门中的功能。
[Abstract]:Delivering a teaching home is a form of education and placement for children with disabilities of school age who are unable to attend school for various reasons. This study uses literature to sort out the relevant studies at home and abroad, respectively, from the definition, the history of teaching, and the policy bill. This paper reviews and introduces the homeschooling service in the United States, Taiwan and the mainland from five aspects: the mode of teaching delivery and academic research. The development of special education in Southwest China lags behind, the relevant research is few, and the equity of education is often not guaranteed. Therefore, it is necessary to carry out research on the education of children and adolescents of school age who cannot enter school. In light of the current situation of special education development in China, the researchers have taken advantage of the favorable conditions of educational practice. In Qionglai City, a survey was conducted on the status quo of teaching home delivery. Firstly, the researcher combed the policies from the central government to Qionglai City, and understood the policy background of carrying out the door-to-door support service in Qionglai City. Then, 7 leaders who were in charge of delivering home work were interviewed, and 33 teachers and 35 students and their families were investigated by questionnaire. As a result, a more comprehensive survey was conducted on the current situation of teaching and delivery services in Qionglai City. The main results of this study are as follows: 1. Qionglai City started late to carry out the work, service team experience is not enough, service quality is low; The disabled children and adolescents receiving the education service have a variety of types of disabilities, and the degree of the barriers is heavy. The service faces many challenges and difficulties. The main problems are that the school leaders and teachers do not have a comprehensive understanding of the teaching work, and the professional service personnel are lacking. Teachers' professional skills need to be improved urgently, special funds are insufficient, parents do not cooperate actively and various departments fail to form a good linkage. 2. Qionglai City faces many difficulties in sending teachers. However, due to the shortage of professionals, lack of experience, lack of funds, etc., schools and teachers that provide teaching services are unable to provide solutions to their own problems, and more support is needed for continuing the work of sending teachers. The main needs include professional technical support, manpower support, financial support and parental support .3.The education needs of children with disabilities in Qionglai City, There is a big gap between the psychological needs of parents and the needs of families for rights and welfare. There is a shortage of educational needs and service personnel for children and adolescents with disabilities. The lack of professional skills of the existing service personnel is closely related. The parents of students are faced with great psychological pressure and need psychological support from relevant service personnel. Students' families know very little about the rights and welfare of persons with disabilities. Based on the above results, this study suggests that: strengthen training, increase the number of service personnel, improve the skills of service personnel; coordinate departments, integrate resources, establish and improve administrative support system; according to the needs of the clients, Develop individualized service plan; conduct regular parent training to encourage parents to participate in the service plan; give full play to the resource classroom in the delivery of the function.
