制度改革与风险规避:西藏大学生就业保障机制研究

【摘要】:西藏大学生就业是事关社会经济发展及社会稳定的重要民生问题,目前西藏大学生就业中存在就业渠道狭窄,就业观念落后等问题,就业长效机制的实现面临多种挑战。建立大学生就业保障机制可以降低大学生待业风险,促进西藏大学生就业长效机制的实现,大学生就业保障机制可以从事前预防和事后补救两方面展开,事前预防是较为宏观的长期性措施,有助于拓宽西藏大学生就业渠道,改善大学生就业环境,事后补救主要包括大学生待业保险,针对未就业毕业生进行经济补助,降低待业大学生人数增加的潜在威胁,促进西藏大学生就业制度改革及就业长效机制的实现。
[Abstract]:Employment of Tibetan college students is an important livelihood issue related to social and economic development and social stability. At present, there are some problems in employment of Tibetan college students, such as narrow employment channels and backward employment concepts. The realization of long-term employment mechanism is faced with many challenges. Establishing the employment security mechanism for college students can reduce the risk of employment for college students and promote the realization of long-term employment mechanism for Tibetan college students. The employment security mechanism for college students can be carried out in two aspects: prevention before and after remedying. Prevention in advance is a macroscopical and long-term measure, which will help broaden the employment channels for Tibetan college students and improve the employment environment for college students. Ex post remedies mainly include unemployment insurance for college students, economic subsidies for unemployed graduates, reducing the potential threat of increasing the number of unemployed college students, and promoting the reform of employment system and the realization of long-term employment mechanism for Tibetan college students.
