美国少数族裔儿童在特殊教育中“比例不当”问题的探讨

【摘要】:少数族裔的学校教育问题一直是衡量美国社会公平公正的一个重要方面,它推动着美国公立教育向着更加多元、平等的方向演进。在美国特殊教育安置体系中,少数族裔儿童人口比例失调现象由来已久,这使得在少数族裔特殊教育中的公平与质量问题长期未得到解决,相关应对措施也发展滞后。近年来,随着教育公平的推进以及对多元文化教育认识的加深,美国对少数族裔特殊教育的态度与政策发生了较大变化。本文通过对美国少数族裔特殊教育发展思路的探讨,分析了少数族裔儿童在特殊教育中比例不当现象产生的原因以及美国特殊教育面临的多元文化挑战与问题,从而为我国的特殊教育提供某些启示和借鉴。
[Abstract]:The issue of school education for ethnic minorities has been an important measure of fairness and justice in American society. It has pushed public education in the United States towards a more pluralistic and equal path. The imbalance in the proportion of minority children has a long history, which has left the issue of equity and quality in special education for ethnic minorities unresolved for a long time, and the development of relevant countermeasures has lagged behind in recent years. With the promotion of educational equity and the deepening of the understanding of multicultural education, the attitude and policy of special education for minorities in the United States have changed greatly. This paper discusses the development of special education for minorities in the United States. This paper analyzes the causes of the misproportion of minority children in special education and the multicultural challenges and problems facing special education in the United States, thus providing some enlightenment and reference for special education in our country.
