发达城市老年教育需求的满足——供给侧结构性改革视域

【摘要】：供给侧结构性改革背景下,老年教育的作为不仅影响经济社会的和谐,也攸关自身发展,决定着老年教育需求的满足。基于供给侧结构性改革的政策需求,老年教育应该以社会需求为导向,调节老年教育供给规模;以个体需求为依据,优化老年教育供给结构;以体制机制创新为抓手,激发老年教育供给活力。老年教育自身改革动力要以"供给侧推动"为主,"需求侧拉动"为辅,遵循老年教育规律,坚持教育供给规范化;消除壁垒,完善老年教育供给体系;多元参与,提高老年教育供给质量;以老年学员需求为本,促进老年教育供给多样化。老年教育的改革要从供给侧将"物"与"人"有机联通,解决深层矛盾,强化老年教育优先供给;建设多元主体,满足个性需求;秉持主动作为取向,促进老年教育发展。
[Abstract]:In the context of supply-side structural reform, the role of senior education not only affects the economic and social harmony, but also determines the development of the elderly education demand, which is based on the policy demand of the supply-side structural reform. The senior education should be guided by the social demand, adjust the supply scale of the education for the elderly, optimize the supply structure of the education for the elderly on the basis of the individual demand, and take the innovation of the system and mechanism as the starting point. To stimulate the vitality of the supply of education for the elderly, the main motive force of the reform of the education for the elderly should be "supply-side push", "demand-side pull" as the supplementary, follow the law of education for the elderly, adhere to the standardization of the educational supply, eliminate the barriers and improve the supply system of the education for the elderly; Pluralistic participation, improving the supply quality of education for the elderly, taking the demand of the elderly students as the basis, promoting the diversification of the supply of education for the elderly. The reform of the education for the elderly should link "things" with "people" organically from the supply side to solve the deep contradiction. To strengthen the priority supply of education for the elderly; to build multiple subjects to meet the needs of individuality; to promote the development of education for the elderly with the initiative as the orientation.
