走向主流化的芬兰“特殊需要教育”及其启示

【摘要】：当前世界许多国家以"批量制造"的方式教育下一代,而芬兰基础教育成功的秘密在于为每个学生提供"特殊"而公平的教育,这种主流化的"特殊需要教育"不仅有健全的法律法规保障,以及安排合理、操作性强的课程大纲,而且在教师联合培养和师资培训方面都拥有较完善的体系。我国基础教育中对学生个性化特殊需求的关注仍然较为欠缺,必须从法规的健全、课程的设置到基层师资的配备等方面,逐步放松学术性竞争,更加注重教育公平,最终形成优质均衡的教育新生态。
[Abstract]:Many countries in the world today educate the next generation in a "mass manufacturing" way, and the secret to the success of basic education in Finland is to provide "special" and fair education for every student. The mainstream "special needs education" not only has sound laws and regulations, but also has a perfect system in the joint training of teachers and teacher training. In the basic education of our country, the attention to the individuation and special needs of the students is still relatively lacking. We must gradually relax the academic competition and pay more attention to the fairness of education from the aspects of the perfection of the laws and regulations, the setting of the curriculum and the provision of the teachers at the grass-roots level, etc. Finally, a high-quality and balanced education new ecology is formed.
