岳阳市农村科技人才培训问题研究

【摘要】:农业、农村和农民问题始终是关系国民经济的重大问题。十八大政府工作报告再次强调解决好农业农村农民问题是全党工作重中之重,要增强农村发展活力,逐步缩小城乡差距。发展现代农业,推进岳阳市新农村建设需要强大的科技人才作为支撑。岳阳市拥有近560万人,其中农业从业人员153.93万人,岳阳市拥有庞大的农业从业人员,但农村科技人才缺乏。一些发达国家已经凭借其雄厚的经济实力和科技实力占有明显的发展优势,而包括我国在内的广大发展中国家与发达国家之间的实力差距仍然比较大,岳阳也不例外。现代化建设的成败,取决于国民素质和人力资源的提升和开发。国内外的建设与发展实际情况表明,人才资源的开发和培育程度与现代化进程相照应,一个地方的现代化程度取决于该地区人口素质的提高和人才资源的开发。搞好农村人才资源培训和开发是提高农村科技人才的素质和水平,从而助推农村经济发展“藏富于民”解决农村问题的根本。加大农村科技人才的培训力度、提高科技人才素质,对促进农村产业结构优化升级、增加农民收入、构建社会主义新农村具有重要的现实意义。岳阳作为湖南省经济强市,农村要实现跨越式发展,关键是要培训好岳阳农村科技人才队伍。目前,岳阳农村科技人才数量相对偏少,农村劳动职业技能培训不能满足社会经济发展的需要,因而开发农村科技人才资源是农业现代化和新农村建设对我们提出的客观要求。随着科学与技术的日新月异,农业经济的发展也受到科技的推动而进步,农业生产中包含的科技因素也越来越高,需要的拥有先进科技水平的高素质农村科技人才也越来越多。但农村相对比较落后,岳阳地区农村人才队伍建设也存在一定的问题:农业科研人才、农业科技推广人才、农村科技实用人才都存在数量和质量上的严重不足,因此,笔者通过研究岳阳农村科技人才的的现状和问题,分析当前农村科技人才的培训方式,提出培训岳阳农村科技人才的对策和思路。本论文采用教育培训和人力资本相关理论,第一,介绍了岳阳的基本状况,岳阳的行政区划、岳阳市地理位置、农村行政区划、农村劳动力状况、农村生产经营状况、农村农业发展情况以及农村农业发展方向进行分析,了解岳阳市农村科技人才需求;第二,分析了岳阳农村科技人才培训过程中存在的问题及其原因;第三,对农村科技人才培训理论进行了相关分析,同时分析了农村科技人才培训在农村发展中的地位;第四,针对岳阳市农村科技人才总量,行业结构,知识及年龄结构,受教育程度进行了分析,对农村科技人才存在的问题与成因进行了分析;第五,针对岳阳农村科技人才的需求情况和已有培训的不足,提出了岳阳农村科技人才培训的对策和建议。
[Abstract]:Agriculture, rural areas and farmers are always the major issues related to the national economy. The work report of the 18th CPC National Congress emphasizes once again that it is the most important task of the whole Party to solve the problem of agricultural rural peasants, and it is necessary to strengthen the vitality of rural development and gradually narrow the gap between urban and rural areas. The development of modern agriculture and the construction of Yueyang's new countryside need strong scientific and technological personnel as the support. Yueyang City has nearly 5.6 million people, including 1.5393 million agricultural employees, Yueyang City has a large number of agricultural employees, but the rural science and technology talent is scarce. Some developed countries have already possessed obvious development advantages by virtue of their strong economic strength and scientific and technological strength, while the power gap between the vast number of developing countries and developed countries, including China, is still quite large, and Yueyang is no exception. The success or failure of modernization depends on the upgrading and development of Yu Guomin's quality and human resources. The actual situation of construction and development at home and abroad shows that the degree of development and cultivation of human resources is in line with the process of modernization, and the degree of modernization of a place depends on the improvement of the quality of the population and the development of human resources in the region. To improve the quality and level of scientific and technological talents in rural areas is to improve the training and development of rural human resources, thus promoting the rural economic development to "store wealth among the people" to solve the rural problems. Increasing the training of rural scientific and technological talents and improving the quality of scientific and technological talents have important practical significance in promoting the optimization and upgrading of rural industrial structure, increasing farmers' income and building a new socialist countryside. Yueyang is a strong city in Hunan province. The key to realize leap-forward development in rural areas is to train the scientific and technological talents in rural areas of Yueyang. At present, the number of rural scientific and technological talents in Yueyang is relatively small, rural labor vocational skills training can not meet the needs of social and economic development, so the development of rural scientific and technological talent resources is the objective requirement of agricultural modernization and new rural construction. With the rapid development of science and technology, the development of agricultural economy is also promoted by science and technology. The scientific and technological factors in agricultural production are higher and higher, and more and more high-quality rural scientific and technological talents with advanced scientific and technological level are needed. However, the rural areas are relatively backward, and there are some problems in the construction of rural talents in Yueyang: agricultural scientific research talents, agricultural science and technology extension talents, rural scientific and technological practical talents are all seriously deficient in quantity and quality. By studying the present situation and problems of rural scientific and technological talents in Yueyang, the author analyzes the current training methods of rural scientific and technological talents, and puts forward some countermeasures and ideas for training rural scientific and technological talents in Yueyang. This paper adopts the theories of education and training and human capital. Firstly, it introduces the basic situation of Yueyang, the administrative division of Yueyang, the geographical location of Yueyang, the rural administrative division, the situation of rural labor force, the situation of rural production and management. The development of rural agriculture and the direction of rural agricultural development are analyzed to understand the demand of rural scientific and technological talents in Yueyang. Secondly, the problems and reasons in the process of training rural scientific and technological talents in Yueyang are analyzed. Third, The theory of rural science and technology talent training is analyzed, and the status of rural science and technology talent training in rural development is analyzed. Fourth, aiming at the total amount of rural scientific and technological talents, industry structure, knowledge and age structure in Yueyang City, The paper analyzes the problems and causes of rural scientific and technological talents. Fifthly, it aims at the demand of rural scientific and technological talents in Yueyang and the shortage of training. The countermeasures and suggestions for the training of scientific and technological talents in Yueyang rural areas are put forward.
