云南农村职业教育适应“新生代”农民培育研究

【摘要】:农村缺乏技术人才是阻碍农村经济社会发展的一个重要因素。随着社会经济的发展、时间的推移,新生代农民在农村生产经济发展中将逐步成为建设的有生力量,他们不仅是社会主义新农村建设的主体,也是解决“三农”问题的根本所在。目前,云南省农村劳动力的综合素质较低,难于满足现代农业发展对新生代农民的需求。如何加快培养一大批有文化、懂技术、会经营的新生代农民,为社会主义新农村建设注入新的活力,已成为当前社会主义新农村建设中必须尽快解决的问题。培育新生代农民是农村职业教育的职责所在。而云南农村职业教育面对这一历史重任表现出了许多不适应,不仅影响着自身的建设与发展,同时影响着云南农业现代化的进程。 本文通过文献研究法梳理了国内外新农村的发展、新生代农民的变化和农村职业教育的发展,归纳了新生代农民在新农村建设中的地位和作用,以及农村职业教育面临的新挑战;采用问卷调查法、访谈法对云南新生代农民以及农村职业教育的发展进行了实证调查,对新生代农民的观念意识、受教育程度、科技素质、经营管理能力等方面进行了深入分析;对云南农村职业教育存在的缺乏统筹规划与组织、有效供给不足、培养目标不明确、师资匮乏、教育体系不完善、法律法规不健全等问题进行了深入研究,指出云南农村职业教育面对新生代农民的培养,存在着专业设置相对滞后、办学体制不够适应、办学形式僵化单一、教学内容不够吻合、法律体系不够完善的问题。在此基础上,运用马克思主义人力资本理论、马克思经济理论、马克思主义农村发展理论、职业教育理论对云南农村职业教育如何适应新生代农民的发展要求进行了综合研究,提出云南农村职业教育在培育新生代农民的过程中,应注意创造适宜农村职业教育发展的外部环境,完善农村职业教育的内部运行体系、提高农村职业教育院校自身的发展能力,以培养新生代职业农民为目标,创新理念,拓展功能,加速发展,,确实承担起为云南新农村建设和农业现代化发展培养新生代职业农民的服务职能。
[Abstract]:The lack of technical talents in rural areas is an important factor hindering the development of rural economy and society. With the development of social economy and the passage of time, the new generation of peasants will gradually become the living force of construction in the development of rural productive economy. They are not only the main body of the construction of the new socialist countryside. It is also the root of solving the problem of agriculture, rural areas and farmers. At present, the comprehensive quality of rural labor force in Yunnan Province is low, and it is difficult to meet the demand of the new generation farmers for the development of modern agriculture. How to speed up the cultivation of a large number of new generation farmers who have culture, know technology and can manage, and inject new vitality into the construction of new socialist countryside, has become a problem that must be solved as soon as possible in the construction of new socialist countryside. Cultivating the new generation of farmers is the duty of rural vocational education. However, the rural vocational education in Yunnan shows a lot of inadaptability to this historical task, which not only affects its own construction and development, but also affects the process of agricultural modernization in Yunnan. This paper combs the development of the new countryside at home and abroad, the change of the new generation of farmers and the development of the rural vocational education through the method of literature research, and sums up the position and function of the new generation of peasants in the construction of the new countryside. And the new challenge that rural vocational education faces, using questionnaire survey and interview method to investigate the development of the new generation farmers and rural vocational education in Yunnan Province, and to investigate the new generation farmers' concept consciousness, education degree, science and technology quality. This paper deeply analyzes the management ability of Yunnan rural vocational education, including the lack of overall planning and organization, the insufficiency of effective supply, the unclear training goal, the shortage of teachers, the imperfect education system, and so on. The problems of imperfect laws and regulations are deeply studied, and it is pointed out that the rural vocational education in Yunnan faces the cultivation of the new generation of farmers, which has the characteristics of relatively backward specialty setting, inadequate school running system, rigid and unitary form of running a school. The teaching content is not consistent enough and the legal system is not perfect enough. On this basis, the author makes a comprehensive study on how to adapt the rural vocational education in Yunnan to the development requirements of the new generation of farmers by using the Marxist human capital theory, the Marxist economic theory, the Marxist rural development theory and the vocational education theory. It is pointed out that in the process of cultivating the new generation of farmers in Yunnan rural vocational education, attention should be paid to the creation of an external environment suitable for the development of rural vocational education, and the improvement of the internal operating system of rural vocational education. To improve the development ability of the rural vocational education colleges and universities, to train the new generation of professional farmers as the goal, to innovate the idea, to expand the function, and to accelerate the development. Indeed, it has assumed the service function of cultivating the new generation of professional farmers for the construction of new rural areas and the development of agricultural modernization in Yunnan.
