我国社区教育中居民参与的几个主要问题

【摘要】：居民参与是社区教育中一个非常重要的问题,但国内学术界对这一问题的研究非常薄弱,不但研究的总体数量极少,而且对于其中一些如社区教育中居民参与的内涵、参与的必要性,参与中的问题与对策等核心问题也极少研究。社区教育中的居民参与不但是指参与的广度,即社区居民参与社区学习的广泛程度,其更深刻的内涵是指参与的深度,即指社区居民作为与政府平等的参与主体,与政府部门管理者一起介入社区教育的各个环节,共同决策,共同管理,共同分担社区教育发展的责任,并共同享有社区教育发展的成果。居民参与社区教育是现代民主政治与教育民主、维护社区居民受教育权、现代社区治理,以及居民个人发展等方面的要求。在国际视野下,我国社区教育中的居民参与无论在参与的广度还是参与的深度上都与发达国家有着较大的差距,存在着诸多的问题。要促进社区教育中居民的参与,就要明确居民在社区教育中的主体地位及社区教育中居民与政府的关系,完善社区教育中居民参与的制度与法律保障,增强社区教育中居民参与的意识,采取切实措施促进居民对社区教育的深度参与。
[Abstract]:Resident participation is a very important issue in community education, but the research on this issue is very weak in domestic academic circles. Not only the total number of research is very small, but also for some of them, such as the connotation of residents' participation in community education, The necessity of participation, problems and countermeasures in participation are also rarely studied. Residents' participation in community education not only refers to the breadth of participation, that is, the extent of community residents' participation in community learning, but also refers to the depth of participation, that is, the participation of community residents as the subject of participation on an equal basis with the government. Together with government department managers, we can get involved in all aspects of community education, make decisions, manage together, share responsibility for the development of community education, and share the fruits of community education development. The participation of residents in community education is the requirement of modern democratic politics and educational democracy, safeguarding the right of community residents to receive education, modern community governance, and individual development of residents. From the international perspective, the participation of residents in community education in China has a big gap with the developed countries in both the breadth and depth of participation, and there are many problems. In order to promote residents' participation in community education, it is necessary to make clear the main position of residents in community education and the relationship between residents and government in community education, and to perfect the system and legal guarantee of residents' participation in community education. Strengthen the consciousness of residents' participation in community education and take practical measures to promote residents' deep participation in community education.
