整体性治理视角下的校政企合作长效机制构建——以湖南电大行政管理专业实践教学基地建设为例

【摘要】：如何有效破解广播电视大学实践教学基地建设中学校、政府、企业三元主体在合作理念、追求目标、制度建设及组织设计等方面的碎片化现状,一直是校政企合作的难点。整体性治理理论着眼于组织整体目标的达成,注重不同主体、不同部门之间的协调、整合,为解决校政企跨部门合作提供了良好的范式取向。广播电视大学在向开放大学的转型升级中,破解校政企合作共建实践教学基地之间的诸多碎片化问题,需要在整体性治理的指导下,积极发挥政府主导作用,分别从认识层面、管理层面、建设层面、沟通层面、评估层面构建校政企合作的利益共享、责任共担、资源共建、问题共商、结果共评等协调与整合机制,以充分发挥广播电视大学、政府与企业三元主体的积极作用,从而形成合作共建长效机制。
[Abstract]:How to effectively crack the fragmented situation of the ternary subjects of school, government and enterprise in the construction of practical teaching base of Radio and TV University in the aspects of cooperation idea, pursuit of goal, system construction and organization design has always been the difficulty of the cooperation between school and enterprise. The theory of holistic governance focuses on the achievement of the overall goal of the organization, the coordination and integration between different subjects and departments, which provides a good paradigm orientation for solving the inter-departmental cooperation between school, government and enterprise. In the course of the transformation and upgrading from the Radio and Television University to the Open University, it is necessary for the Radio and Television University to solve the many fragmented problems between the cooperative construction of practical teaching bases between the school and the government. Under the guidance of overall governance, the government should actively play a leading role in this regard, respectively from the cognitive level. Management level, construction level, communication level, evaluation level to construct the benefit sharing, responsibility sharing, resources co-construction, problem co-evaluation, result co-evaluation and so on coordination and integration mechanism, in order to give full play to the radio and television university, The active role of the government and enterprises, thus forming a long-term mechanism of cooperation and co-construction.
