我国现阶段特殊教育公平问题研究

【摘要】:近四十年的改革开放进程推动了我国经济社会的飞速发展,在社会发展的同时中国共产党和政府更加注重社会公平,并将教育公平作为促进社会公平和构建和谐社会的基础工程,同时日益认识到特殊教育的公平是教育公平的重要组成部分。特殊教育的发展水平对于全面发展教育事业,实现普及教育是不可或缺的方面。在我国发布的《国家中长期教育改革和发展规划纲要(2010—2020年)》中已经明确的指出:“到2020年,建成覆盖城乡的基本公共教育服务体系,逐步实现基本公共教育服务均等化”,特别提出“在未来的教育事业发展中应加大对残疾人教育事业的投入力度,保障残疾人受教育的权利”,并且强调政府经济社会发展规划需要把特殊教育事业纳入其中。不过,我们也应该看到,自上世纪80年代特殊教育学校在我国逐步创办以来,虽然相关政策、法律法规相继出台,特殊教育事业在我国有了基础性的进展,但目前仍然远远落后于残疾人人群和社会发展的迫切需要。现阶段我国特殊教育在入学机会、教育教学质量、教学评价与就业等方面仍存在着不少问题,影响着我国教育公平事业的建设。在新经济形势的背景下,在国家全面建设小康社会的决胜阶段的要求下,我们需要进一步深入分析我国特殊教育公平的现状问题,为教育事业实践探索提供理论支持。基于此,本文聚焦我国现阶段特殊教育公平发展存在的问题,以关注特殊教育群体,促进我国特殊教育公平价值实现为归宿,结合特殊教育发展的相关理论,对学界关于我国特殊教育的研究情况作了重点梳理与归纳,明确了具体的研究思路。论文以问题导向展开研究,共分为五个部分。第一部分绪论,从问题的提出背景、研究意义、文献综述及研究重点等四个方面展开,为论文的深入作最基础性的铺垫和阐释;第二部分是特殊教育公平研究的基本内涵和理论资源两方面内容,明确后文论述的基本问题和理论基础;第三部分则着重讨论我国特殊教育公平实践的现状,从成就与问题两个方面做详细分析;第四部分紧接现状分析,探讨特殊教育现存问题的原因,从三个具有代表性的维度展开。第五部分是论文的落脚点,对比分析国外可供借鉴的经验;指出改善我国特殊教育不公平现象的现实路径,给出具有针对性、可行性的建议。
[Abstract]:The reform and opening up process of nearly 40 years has promoted the rapid development of our country's economy and society. While the society is developing, the Communist Party of China and the government have paid more attention to social equity. Meanwhile, it is increasingly recognized that the equity of special education is an important part of the equity of education. The development level of special education is indispensable to the development of education in an all-round way and the realization of universal education. It has been clearly pointed out in the outline of the National Medium-and Long-Term Education Reform and Development Plan (2010-2020) issued by our country: "by 2020, the basic public education service system covering urban and rural areas will be built and the equalization of basic public education services will be gradually realized." In particular, the author puts forward that "in the future development of education, we should increase the investment in the education of the disabled to ensure the right of the disabled to receive education", and emphasize that the government's economic and social development plan should include the special education. However, we should also see that since the gradual establishment of special education schools in China in the 1980s, although the relevant policies, laws and regulations have been promulgated one after another, the cause of special education has made fundamental progress in our country. But it still lags far behind the urgent needs of the disabled and social development. At present, there are still many problems in the fields of entrance opportunity, teaching quality, teaching evaluation and employment, which affect the construction of educational fairness in our country. Under the background of the new economic situation and the requirements of the decisive stage of building a well-off society in an all-round way, we need to further analyze the current situation of the equity of special education in our country and provide theoretical support for the practical exploration of educational undertakings. Based on this, this paper focuses on the problems existing in the fair development of special education in China at the present stage, focusing on the special education groups, promoting the realization of the value of special education equity as the end-result, combining with the relevant theories of the development of special education. This paper focuses on the research of special education in China, and clarifies the specific research ideas. The thesis is divided into five parts. The first part of the introduction, from the background of the question, research significance, literature review and focus of the four aspects, for the paper for the most basic foreshadowing and interpretation; The second part is the basic connotation and theoretical resources of the research on the equity of special education, which clarifies the basic problems and theoretical basis discussed later, and the third part focuses on the current situation of the practice of the equity of special education in China. The fourth part analyzes the current situation of special education, and discusses the causes of the existing problems in special education, starting from three representative dimensions. The fifth part is the foothold of the paper, the comparative analysis of the experience of foreign countries, pointed out the real path to improve the unfair phenomenon of special education in China, and gave targeted and feasible suggestions.
