中国秘书职业培训规范化研究

【摘要】:秘书工作的内容和性质决定了这是一个需要终生不断学习才能持续胜任的职业。而当前秘书培训政出多头、缺乏标准、模式多样,尚未建立统一、规范的体系。随着秘书职业化进程的发展,探索建立规范化的秘书职业培训体系尤为重要。本文通过文献法、比较法、问卷调查法、案例法,对中国秘书职业培训的现状和存在问题进行细致分析、比较研究,借鉴美国秘书职业培训以及中国注册会计师、律师职业培训的丰富经验,对我国秘书职业培训规范化进行研究。全文主要分为六个部分:一是绪论,明确了秘书职业培训规范化研究的目的和意义,,对国内外有关研究状况进行综述,阐明相关的概念和理论;二是分析秘书职业培训的现状、存在问题及原因。针对目前秘书职业培训存在无法可依、政出多门、培训市场乱象丛生、社会认可度低、参与度低等问题进行了细致分析;三是对美国秘书职业培训进行分析,借鉴其成功经验,通过广阔的平台、科学的体系、强制性措施和信息化手段,使培训常态化、便捷化;四是对国内注册会计师、律师职业培训形式及其发展过程进行分析研究,强调政策支持和行业组织的主导作用,推进职业培训的可持续发展;五是探索规范我国秘书的职业培训。结合秘书的职业定位,通过对广东省秘书学会创新培训体系取得的成功经验进行分析,尝试构建一套普遍使用、科学合理,以“秘书层级”和“秘书职能”双主线、“素质培训”和“专业培训”双管齐下的立体培训体系,同时,建议通过建章立制、整合资源等多措并举,共同推进秘书职业培训的规范化;六是对本文的研究内容及成果进行总结概括。
[Abstract]:The content and nature of the secretarial work determines that this is a career that requires lifelong continuous learning to remain competent. At present, the secretary training policy is long, lack of standards, various models, has not yet established a unified, standardized system. With the development of secretarial professionalization, it is very important to explore the establishment of standardized secretarial vocational training system. Through literature, comparison, questionnaire and case law, this paper makes a detailed analysis of the status quo and existing problems of China's secretarial vocational training, and draws lessons from American secretarial vocational training and Chinese certified public accountants. Based on the rich experience of professional training of lawyers, the standardization of professional training of secretaries in China is studied. The full text is mainly divided into six parts: first, the introduction, clear the purpose and significance of the standardized study of secretary vocational training, review the relevant research situation at home and abroad, clarify the relevant concepts and theories; second, analyze the status quo of secretary vocational training. Problems and causes. This paper makes a detailed analysis of the problems existing in secretary vocational training, such as being unable to rely on it, having many branches of government and many branches of government, disorderly training market, low social recognition and low participation. Third, it makes an analysis of the American secretarial vocational training and draws lessons from its successful experience. Through a broad platform, a scientific system, mandatory measures and information means to normalize training and facilitate training; fourth, to analyze and study the forms and development process of professional training for certified public accountants and lawyers in China. It emphasizes the leading role of policy support and trade organization to promote the sustainable development of vocational training. Combined with the professional orientation of secretary, this paper analyzes the successful experience of the innovation training system of Guangdong Provincial secretarial Institute, and tries to construct a set of common use, scientific and reasonable, with "secretary level" and "secretary function" as the two main lines. "quality training" and "professional training" two-pronged three-dimensional training system, at the same time, it is suggested that through the establishment of regulations, the integration of resources and other measures to jointly promote the standardization of secretarial vocational training; Sixth, the research content and achievements of this paper are summarized and summarized.
