云南省普通高校成人高等教育转型发展中非学历教育问题研究

【摘要】:在我国高校成人高等教育转型发展过程中,高校对开展非学历教育已进行了 多年的探索。然而,到目前为止,全国只有少数知名高校取得了明显成效,大多 数普通高校特别是地方普通高校开展非学历教育困难重重。因此,深入了解普通 高校开展非学历教育面临的困境,并针对困境提出有效的解决对策,对于促进普 通高校成人高等教育的持续健康发展是十分必要的。本研究以社会转型理论、组织变革理论、系统科学理论、成人学习理论和终 身教育理论为理论基础,剖析了普通高校成人高等教育在转型发展中开展非学历 教育的内在必然性和客观必要性。在此基础上,笔者立足于云南省实际,对云南 省9个市州的21所普通高校进行问卷调查,并对其中13所普通高校继续(成人)教 育学院的领导进行个案访谈,力求客观、真实地了解云南省普通高校开展非学历 教育的状况。通过调研,笔者发现云南省普通高校开展非学历教育面临内外两方面的困境。 外部困境主要表现为:非学历教育政策构建不完善;社会对非学历教育的认识不 足;培训市场规范度不够。内部困境主要表现为:培训机制缺乏灵活性,激励机 制不足;办学条件不足,缺乏培训经费支持;培训项目以政策性为主,主动适应 市场不够;培训团队建立相对滞后,“双师型”师资队伍不足。通过对国内现有研究成果和发达国家开展非学历教育成功经验的总结和借鉴, 结合云南省普通高校开展非学历教育所面临的现实困境,笔者提出以下几点对策 以加快云南省普通高校成人高等教育转型发展:在政策层面上,完善政策和法律 法规;在管理层面上,实行统一归口管理;在机制层面上,建立科学合理的激励 机制;在经费保障层面上,开辟多渠道筹资来源;在办学模式层面上,推进多维 度合作办学;在师资队伍层面上,组建非学历教育培训团队;在培训项目层面上, 打造品牌培训项目;在教学手段层面上,充分运用现代教育技术。
[Abstract]:In the process of transformation and development of adult higher education in colleges and universities, colleges and universities have been exploring the development of non-academic education for many years. However, up to now, only a few well-known universities in China have achieved remarkable results, and most of them have difficulties in carrying out non-academic education, especially in local colleges and universities. Therefore, it is necessary to understand the difficulties faced by non-academic education in colleges and universities and to put forward effective countermeasures to promote the sustainable and healthy development of adult higher education in general colleges and universities. This study is based on social transformation theory, organizational change theory, system science theory, adult learning theory and end-body education theory. This paper analyzes the inner inevitability and objective necessity of developing non-academic education in adult higher education in colleges and universities. On this basis, based on the reality of Yunnan Province, the author conducted a questionnaire survey on 21 colleges and universities in 9 cities and prefectures of Yunnan Province. In order to understand objectively and truly the situation of non-academic education in Yunnan Province, the leaders of 13 colleges and universities are interviewed by the leaders of continuing (adult) teaching and education colleges in order to obtain an objective and true understanding of the situation of non-academic education in Yunnan Province. Through investigation, the author finds that the non-academic education in ordinary colleges and universities in Yunnan Province is faced with both internal and external difficulties. The external predicament mainly shows as follows: the construction of non-academic education policy is not perfect; the society does not know enough about non-academic education; the training market is not standardized enough. The main internal difficulties are as follows: lack of flexibility of training mechanism, lack of incentive system; lack of conditions for running a school and lack of support for training funds; training projects are mainly policy-oriented, and lack of initiative to adapt to the market; The establishment of the training team lags behind, and the "double-qualified" teaching staff is insufficient. By summing up and drawing lessons from the existing domestic research results and the successful experience of developing non-academic education in developed countries, combining with the practical difficulties faced by ordinary colleges and universities in Yunnan Province in carrying out non-academic education, The author puts forward the following countermeasures to speed up the transformation and development of adult higher education in ordinary colleges and universities in Yunnan province: perfecting policies and laws and regulations at the policy level, implementing unified management at the level of management; At the level of mechanism, we should establish a scientific and reasonable incentive mechanism; at the level of fund guarantee, we should open up multi-channel sources of financing; at the level of running a school, we should promote multi-dimensional cooperation in running schools; at the level of teachers, Set up non-academic education training team; build brand training project on the level of training project; make full use of modern education technology at the level of teaching means.
