贵州“走出去”企业员工培训的问题与对策研究

【摘要】:随着世界经济社会全球化、国际化进程的飞速发展,各国之间的经贸合作往来、学术文化交流日益密切起来。为加快我国对外开放的步伐,积极参与国际经济市场竞争,党中央和国务院适时提山了“走山去”战略,并将其列为国家经济发展的重要性战略。 企业“走山去”是我国“走出去”战略的重要组成部分。由于“走出去”企业具有国际化、跨国化和全球化的特点,要增强国际竞争力,“走出去”企业就必须拥有一支综合素质好、工作能力强、专业技术性强、精通国际业务、熟悉国际环境和国际规则、有国际竞争意识且具有国际专业背景知识的国际化、复合型人才队伍。因此,“走出去”企业要在复杂多变的海外市场中赢得自己的一席立足之地.就必须把建立一套融合员工发展需求和公司竞争发展需求的员工培训制度体系作为企业战略性发展的基础。 当前,贵州共有29家持有对外承包工程经营资质的“走山上”企业,但仅有3家央属企业和4家贵州省属企业已“走出去”在海外承揽工程项目。笔者通过对其中5家发展较快、经营规模较大、承揽海外工程项目较多的已“走出去”企业进行走访、调研后发现,虽然企业领导对员工培训的重要性有一定认识,企业发展规划中也将员工的培训列为一项工作要点,但在实际操作中存在着一些问题,如对培训工作的经费投入不足;对员工进行培训的课程内容仅采用国内企业普遍采用的常规培训,而与企业国际化市场竞争的要求相脱节:培训的形式简单且单一等。 笔者针对“走山去”企业的特殊性、“走出去”企业对员工培训重要性、“走出去”企业员工需求特殊性,以及当前贵州“走出去”企业员工培训存在的问题及原因,并就贵州“走出去”企业如何对员工进行有效培训提出了较为可行的建议。笔者认为贵州“走山去”企业虑根据“按需所培”的原则,制定一套科学有效的、融合员工发展需求和公司海外竞争发展需求的国际化、复合型人才培训制度体系。
[Abstract]:With the globalization of world economy and society, the rapid development of internationalization, the economic and trade cooperation between countries, academic and cultural exchanges become closer and closer. In order to quicken the pace of our country's opening to the outside world and actively participate in the international economic market competition, the CPC Central Committee and the State Council have put forward the strategy of "going to the mountains" at the right time, and have listed it as the important strategy of national economic development. It is an important part of our country's "going out" strategy. Since "going out" enterprises have the characteristics of internationalization, transnational and globalization, in order to enhance their international competitiveness, "going out" enterprises must have a comprehensive quality, strong working ability, strong professional and technical skills, and proficient in international business. Familiar with international environment and international rules, have international competitive consciousness and international professional background knowledge of internationalization, compound talent team. therefore In order to gain a foothold in the complex and changeable overseas market, the "going out" enterprise must take the establishment of an employee training system that integrates the development needs of employees and the competitive development needs of the company as a war of enterprises The basis of strategic development. At present, there are 29 enterprises in Guizhou who hold the qualification of contracting projects abroad, but only 3 enterprises belong to the central government and 4 enterprises affiliated to Guizhou province have "gone out" to contract projects overseas. The author has visited five of them that have "gone out" with rapid development, larger business scale and more overseas engineering projects, and found that although the leaders of the enterprises have a certain understanding of the importance of staff training, In the enterprise development plan, the staff training is also listed as a work point, but there are some problems in the actual operation, such as insufficient investment in the training work; The contents of the training courses for employees only adopt the conventional training which is generally adopted by domestic enterprises, but it is out of touch with the requirements of competition in the international market of enterprises: the form of training is simple and simple, and so on. The author aims at the particularity of "going out" enterprise, the importance of "going out" enterprise to employee training, the particularity of employee demand of "going out" enterprise, and the existing problems and reasons of employee training in Guizhou "going out" enterprise. It also puts forward some feasible suggestions on how to train employees effectively in Guizhou "going out" enterprises. According to the principle of "cultivating according to the demand", the enterprise of Guizhou "walking the mountain" makes a set of scientific and effective international and compound talent training system which combines the development needs of employees and the overseas competition and development needs of the company.
