澳大利亚培训包开发与认证的新模型及其运行机制

【摘要】：2015年,澳大利亚开始构建新模型主导培训包开发与认证工作,新模型由澳大利亚行业与技能委员会(AISC)、行业参考委员会(IRC)、技能服务机构(SSO)三个实体组成,各组织按照既定流程通过行业咨询、有效竞争及针对性调查机制开展工作。新模型运行的特点包括:注重"成果"导向性,国家指导、行业主导的开发与认证模式,多层次的质量监督与保障体系,对我国构建政府统一管理,坚持需求导向,提升行业地位及管理运行效率的"职业培训包"组织模型及运行机制具有重要启示。
[Abstract]:In 2015, Australia began to build a new model to lead the development and certification of training packages. The new model is composed of three entities, (SSO), the (IRC), skills Services Agency of the (AISC), Industry reference Board of the Australian Industry and skills Council. Organizations work through industry consultation, effective competition and targeted investigation mechanisms in accordance with established procedures. The characteristics of the new model operation include: focusing on the orientation of "achievement", national guidance, industry-led development and certification mode, multi-level quality supervision and guarantee system, constructing unified management of our government and insisting on demand-oriented. The organizational model and operation mechanism of "vocational training package" to improve the status of the industry and to manage the operational efficiency have important implications.
