城市社区早期家庭教育公共服务供给研究

【摘要】:早期家庭教育作为“家庭-学校-社会”教育合力构成的支柱性力量,其质量水平是影响幼儿教育质量的关键性要素。然而,由于受到传统社会观念等因素影响,我国家庭教育工作往往被定位为家庭的“内部”事务,主要由家庭及扩大家庭来完成。然而,随着发达国家早期家庭教育保障体系的完善以及国内社会、教育发展需要,单纯依托于家庭的早期家庭教育己无法适应社会、教育发展需要。因此,为城市社区早期家庭教育提供一定的外部支持成为顺应国际竞争,促进家庭教育深入发展的必然趋势。鉴于此,本研究强调为城市社区早期家庭教育提供公共服务支撑。本研究以公共服务为视角,以S-C两市为研究对象,采取文献法、访谈法与比较法,以“供给主体-供给内容-供给形式”为分析架构,主要探讨以下问题:首先,城市社区早期家庭教育公共服务供给的理想样态。具体而言,主要包括强调城市社区早期家庭教育公共服务供给应坚持公平、效率、公益的价值取向;供给主体突出政府的公平正义、市场的效率质量与第三部门的人文关怀;注重供给内容的整合性及其供给形式的协同性。其次,S、C两市社区早期家庭教育公共服务供给现状、问题及其影响因素,比较S、C两市社区早期家庭教育公共服务供给异同。共性之处在于两市关注早教指导工作,提供相应支撑:注重部门协同,引导社会参与;制定早教指导中心准入标准,把控早教机构质量;注重专业队伍建设,展开相关培训。特性之处在于政府支持力度差异显著;发展主阵地不同;早教指导机构准入标准不同;专业队伍保障不同;覆盖范围存在悬殊。最后,城市社区早期家庭教育公共服务供给优化建议。透过差异性分析两市所存在的问题及其影响因素,提出四点优化策略:在基本理念上,主张将公平、普惠、高效落实落细。在供给主体上,强化政府主导,凸显政府责任;重视多元供给,凝聚供给合力。在供给机制上,加强部门协同,落实联席会议制度;推行“一站式服务”,整合服务内容。在供给保障机制上,加快立法进程,为家庭教育公共服务提供法理支撑;把控机构准入,严守家庭教育公共服务阵地质量;强化队伍建设,打造家庭教育公共服务“软件系统”。
[Abstract]:Early family education, as a pillar force of "family-school-society" education, its quality level is the key factor that affects the quality of early childhood education. However, due to the influence of traditional social concepts and other factors, family education in China is often defined as the "internal" affair of the family, which is mainly completed by the family and the extended family. However, with the improvement of the early family education security system in developed countries and the needs of the domestic society and educational development, the early family education relying solely on the family has been unable to adapt to the social and educational development needs. Therefore, to provide certain external support for early family education in urban communities has become an inevitable trend to conform to international competition and promote the further development of family education. In view of this, this study emphasizes providing public service support for early family education in urban communities. This research takes the public service as the angle of view, takes S-C two cities as the research object, adopts the literature method, the interview method and the comparative method, takes "the supply main body-the supply content-the supply form" as the analysis frame, mainly discusses the following questions: first, The ideal pattern of public service supply of early family education in urban community. Specifically, it mainly includes emphasizing the value orientation of fairness, efficiency and commonweal in the public service supply of early family education in urban community, emphasizing the fairness and justice of the government, the efficiency quality of the market and the humanistic care of the third sector. Pay attention to the integration of supply content and the synergy of supply form. Secondly, the present situation, problems and influencing factors of community early family education public service supply in two cities are compared, and the similarities and differences of community early family education public service supply between two cities are compared. The common point is that the two cities pay attention to the early education guidance work, provide corresponding support: pay attention to the coordination of departments, guide social participation; formulate early education guidance center admission standards, control the quality of early education institutions; pay attention to the construction of professional team, carry out related training. The characteristic lies in the significant difference of the government support; the difference of the main position of development; the difference of the admission standard of the early education guiding institution; the different guarantee of the professional team; the wide range of coverage. Finally, the city community early family education public service supply optimization suggestion. Through the difference analysis of the problems existing in the two cities and their influencing factors, this paper puts forward four optimization strategies: in the basic concept, we advocate fair, inclusive and efficient implementation of the fine. In the supply main body, strengthen the government leading, highlight the government responsibility, attach importance to the pluralistic supply, condense the supply force. In the supply mechanism, we should strengthen the coordination of departments, implement the system of joint meeting, carry out "one-stop service" and integrate the service contents. With regard to the supply and security mechanism, we should speed up the legislative process, provide legal support for the family education public service, allow the control institutions to enter, strictly observe the quality of the family education public service position, and strengthen the building of the team.
