老年大学发展现状、问题及对策——以黑龙江省为例

【摘要】:老年教育是构建终身教育体系和学习型社会的重要组成部分,老年大学是老年教育的主要形式。当前,黑龙江省老年大学教育供给严重不足,供需矛盾突出,存在管理体制不理顺、相关政策不完善、经费投入严重不足、现有教育资源利用共享率低、均衡发展迟缓、办学条件和基础设施薄弱、课程设置不合理、师资短缺、教学管理不规范等诸多问题,老年大学"一座难求"折射出了精神文化养老供给短缺。系统解决上述问题的对策和建议,包括进一步完善领导管理体制、加大政策扶持力度、加强基础能力建设、改善办学条件、鼓励社会力量举办老年大学、积极探索医养教结合新模式、鼓励和引导高等学校参与老年教育、加强老年大学内涵建设等,同时对社会关注的老年教育应否产业化、市场化问题进行了回应,为下一步研究确定老年教育发展路径提供借鉴和参考。
[Abstract]:The old-age education is an important part of the construction of the life-long education system and the learning society. At present, there is a serious shortage of the education and supply of the gerontology in Heilongjiang Province, the contradiction between supply and demand is outstanding, the management system is not clear, the related policies are not perfect, the investment is seriously insufficient, the existing educational resources utilize the low sharing rate, the balanced development is slow, the school conditions and the infrastructure are weak, The "a hard-to-find" of the University of Gerontology reflects the shortage of the supply of the aged in the spirit and culture. The system can solve the above-mentioned problems, including the further improvement of the leadership management system, the strengthening of the policy support, the strengthening of the basic capacity-building, the improvement of the school conditions, the encouragement of the social forces to hold the University of the Gerontology, and the active exploration of the new model of the medical and nursing education. To encourage and guide institutions of higher learning to participate in the old-age education, to strengthen the connotation construction of the university, and to respond to the problems of the industrialization and the market-oriented of the elderly education concerned with the society, and to provide reference and reference for the next study to determine the development path of the old education.
