四川教育行政部门对自考助学组织监管影响因素调查研究
[Abstract]:The self-taught examination system of higher education was formally established in the early 1980s. Over the past three decades, self-taught examination has trained a large number of talents, with its strict quality and good reputation has been the general concern of the society, with a greater influence. With its continuous development and growth, more and more examinees choose to use social learning assistance to guide learning. The rapid development of the self-examination social aid organizations has objectively promoted the diversification of higher education, but there are also some problems that can not be ignored, such as the improper guiding ideology, one-sided pursuit of the scale and economic benefits of students; False propaganda, false promises and illegal charges occur from time to time; internal management is confused, and the quality of student aid is difficult to guarantee, and so on. These problems seriously affect the quality and reputation of the self-taught examination, resulting in a very bad social impact. On the basis of the existing research results at home and abroad, it is of great significance to expand the research on the regionalization and fine differentiation of the supervision of the self-examination social aid organization by the educational administrative department. It is necessary to face up to the difficulties and complexities of the supervision of the self-examination social aid organizations. To supervise the self-examination social aid organization, it is necessary for the education administration department, the student aid organization and the self-examination examinee to cooperate with each other. In this paper, the supervisory unit staff, student-aid organization staff, self-examination examinees as the main survey object, using the combination of field investigation, in-depth interviews and questionnaires to carry out the relevant research. It focuses on the competition of the self-examination student-aid organizations at the present stage, the school-running situation and the effect of the self-examination aid, the supervision function of the supervision unit, the supervision mode, the policy basis and the supervision effect, the satisfaction of the self-examination examinees, and the channels of interest demand. The current situation of legal rights and interests relief, as well as the influence of the working attitude, working ability and working efficiency of the staff of the regulatory unit and the staff of the self-examination and study-aid organization on the effect of supervision. This paper discusses the present situation, the outstanding performance of the existing problems and the influence on the supervision effect of the self-examination aid organization of Sichuan education administration department from many angles, and draws the conclusion of the research. On this basis, from the regulatory concept, the way of supervision, the channels of interest appeal, the legal effect of the regulatory policy and norms, and the influence of the individual factors of the staff members of the regulatory units (student aid organizations) on the regulatory effect, and so on. Respectively put forward consummates Sichuan education administration department to the self-examination student aid organization supervision suggestion. Hoping to improve the problems existing in the recruitment and publicity of social aid organizations, cooperation in running schools, and teaching management through effective supervision, to guide all kinds of aid organizations in a rational, orderly and healthy manner, and to ensure the high quality and high efficiency of the self-taught examination system, To realize the goal of improving the work efficiency and service level of Sichuan education administration department.
