To Be More Internationally Competitive ---Tendency and Enlightenment of American Higher Educational Reform and Development

文章摘要：当前，美国高等教育改革发展的重目标之一是致力于提高国际竞争力。一是通过增加学生学业完成率，减少学生学费以增强美国高校的绩效。二是注重全球发展战略，加快高等教育国际化步伐。三是探索新的教育模式，推进在线高等教育快速发展。美国高等教育改革发展的策略表明，建立定位清楚、层次分明、有序衔接、灵活开放的高等教育体系是高等教育充满活力的重标志；在国际竞争中增强绩效是高等学校的紧迫任务；地方政府和高等学校是高等教育治理的责任主体。

Abstr：Currently, one of the important goals of American higher educational reform and development has been committing herself to improving international competitiveness. One way is to increase the students＂ academic completion rate and reduce students tuition to enhance the performance of American universities. Another way is to pay attention to global development strategy to speed up the pace of higher educational internationalization. The third way is to explore new educational mode to push forward the rapid development of online higher education. The strategy of American higher educational reform and development shows that to establish flexible and open-minded higher educational system with clear orientation, distinct level, and orderly cohension is an important symbol of energetic higher education ; to reinforce performance in the international competition is the pressing task of universities; and the local governments and universities are the subject of the liability for the governance to manage higher education.
