【摘要】：依法治疆,团结稳疆,长期建疆是实现新疆长治久安和社会稳定的治疆方略,也是推进新疆地方实现治理体系和治理能力现代化的必然途径。互联网时代是一个信息的时代,新疆大学生作为建设法治新疆的主力军,作为社会主义核心价值观的积极倡导者、宣传者以及践行者,这就要求大学生要树立法治思维,践行法治精神。本文采用了问卷调查法、文献法以及定量与定性结合法,界定了网络法治意识相关概念;分析了新疆大学生网络法治意识培育取得的成效、存在的问题及成因;进而提出培育新疆大学生网络法治意识的原则和路径。本文分为四部分:第一部分是引言。这一部分主要论述了本研究的背景与意义,着重进行了文献综述的梳理,明确了研究思路和方法,最后指出了研究的重难点及创新点。第二部分是新疆大学生网络法治意识述论。这部分主要界定了法治意识、网络法治意识、网络法治意识的培育的概念,论述了新疆大学生网络法治意识培育的意义和特殊性。从对这些概念的一般性含义到本文使用的概念范围进行界定,从而确定本选题的研究范围。第三部分是新疆大学生网络法治意识的现状。这部分主要包括新疆大学生网络法治意识培育取得成就,存在的问题以及成因分析。培育取得的成就主要有新疆大学生具有一定网络法治知识,新疆大学生认同网络法治价值,学校培育形式和方案科学化,学校培育手段和反馈多元化。但同时,新疆大学生网络法治意识的培育存在大学生自身法治意识淡薄,家庭网络法治教育缺位,新疆高校法治教育内容不完善,社会网络法治监管不健全等问题。其产生的原因有新疆大学生缺乏自主学习与法治实践,父母对子女上网监管不到位,高校法治课程缺乏网络法治内容,网络犯罪预警机制尚未完全形成等。第四部分是新疆大学生网络法治意识培育需要坚持的原则以及解决路径。本文认为培育新疆大学生网络法治意识需要坚持网上与网下相结合、法治教育与道德教育相结合、课内与课外相结合、家庭教育、学校教育与社会教育相结合。具体的解决路径是个人、家庭、学校、社会四位一体的协同治理,形成合力来培育新疆大学生网络法治意识。

This paper is divided into four parts: the first part is the introduction. The second part is the Xinjiang college students' awareness of the rule of law on the network. This part mainly defines the consciousness of rule of law, rule of law network awareness, cultivating the awareness of the rule of law network the concept, discusses the Xinjiang college students to cultivate the consciousness of network law significance and particularity. The definition range from the general meaning of these concepts to the use, so as to determine the scope of the study of this topic. The third part is the current situation of Xinjiang college students' network consciousness of the rule of law. This part mainly includes Xinjiang college students network law consciousness cultivation achievement and the problems and cause analysis. The main achievements are to cultivate college students in Xinjiang has certain network law knowledge, network identity of college students in Xinjiang The value of the rule of law, the school cultivation form and scientific means of cultivation and feedback, school diversification. But at the same time, cultivation of Xinjiang college students' network consciousness of law exists college students legal consciousness, family network legal education vacancy, Xinjiang university legal system education content is not perfect, the supervision of network society under the rule of law is not perfect and so on. The causes of Xinjiang college students lack of autonomous learning and practice of the rule of law, parents of children Internet supervision is not in place, lack of rule of law in the course of network content of the rule of law, criminal network of early warning mechanism has not yet formed. The fourth part is the Xinjiang college students network law consciousness cultivation need to adhere to the principle and solution path. This paper thinks that the cultivation of Xinjiang college students' network consciousness of the rule of law need to adhere to the online and offline the combination of legal education and moral education combined, the combination of curricular and extra-curricular, family education, School The combination of school education and social education is the coordinated solution of four aspects of individual, family, school and society. The resultant force is to cultivate Xinjiang college students' awareness of network rule of law.
