【摘要】：建设世界一流大学,是我国高等教育追求的一个重要目标。21世纪尤其是党的十八大以来,我国进一步加快了建设世界一流大学的步伐。2015年10月,国务院印发了《统筹推进世界一流大学和一流学科建设总体方案》。2017年1月,教育部、财政部、国家发展改革委联合印发了《统筹推进世界一流大学和一流学科建设实施办法(暂行)》。尽管如此,如何实施"双一流"建设,依然存在许多有待探索的认识和实践误区。由于"双一流"筛选涉及教育资源配置,事关各省份大学名分与政府政绩,因此,从大学到政府都全力以赴地汇入"双一流"建设的竞争潮流,自然而然地陷入巨额投入、重金挖人、只重学科、青睐排名、自由竞争、国际标准等"像一流"的模仿陷阱而难以自拔。
[Abstract]:The construction of world-class universities is an important goal of higher education in China. In the 21st century, especially since the 18 National Congress of the CPC, China has further accelerated the pace of building world-class universities. October 2015. The State Council has issued the "overall plan for promoting the construction of world-class universities and disciplines as a whole." in January 2017, the Ministry of Education, Ministry of Finance. The State Development and Reform Commission jointly issued the measures for the implementation of the Comprehensive Promotion of world-class Universities and First-class disciplines (interim). However, how to implement the "double first-class" construction? There are still many misunderstandings and practical misunderstandings to be explored. Because "double first-class" screening involves the allocation of educational resources, it has a bearing on the status of universities and the achievements of the government in various provinces. From the university to the government to all out into the "double first-class" construction of the competitive trend, naturally into a huge investment, heavy money to dig people, only the discipline, favor ranking, free competition. International standards such as "like first-class" imitation traps and difficult to extricate themselves.
