【摘要】:1995年,原国家教委在全国52所高校开展加强大学生文化素质教育的试点工作。1999年1月,安徽大学成为首批获教育部批准的“国家大学生文化素质教育基地”建设的高校之一。自1999年以来,安徽大学以培养“三基并重,全面发展”的高素质创新人才培养为目标,大力推进大学生文化素质教育工作的深入开展,至今取得了重要成绩。通识教育与文化素质教育是相辅相成、并行不悖的,安徽大学多年来的文化素质教育成果可以为该校推行通识教育改革提供营养的土壤。安徽大学推行通识教育改革有其现实性和优势:第一,安徽大学作为省属“211”高校,完善自身内涵式发展,创新通识教育模式,在新常态下,要承担起服务安徽地方社会发展的使命。第二,我国目前处在高等教育大众化向普及化发展的阶段,这一阶段,通识教育应该承担起重要的角色,培养完整的“人”。第三,这些年来,在文化素质教育方面,由于校领导的高度重视,安徽大学无论是第一课堂建设还是第二课堂的拓展,或是在社会实践活动上,都取得了丰硕的成果,为通识教育的开展奠定了基础。第四,通识教育的实施必然离不开社会主义核心价值观教育和创新创业教育,通识课程为二者创造了可行的实践途径。第五,高考制度改革中提出高校招生要采取多元录取机制,引导高等教育从注重应试向注重素质转变,为通识教育提供了文化生态环境。构造科学完善的通识教育的体系与机制,是推进安徽大学通识教育改革的重点。一要建立通识教育的课程分类体系。通识教育核心课程分6个模块,每一模块分为若干课程单元,根据每一课程单元的主题,整合各院系的课程,分类开设。二要建立适宜通识教育的学习组织体系和教学组织体系。三要构建通识教育的考核评价机制以及专业分流机制和前后延伸机制。要完善通识教育模式的改革,安徽大学还必须做到:第一,必须把握社会主义办学方向,造就全面发展的高素质人才,把社会责任教育充分体现在通识教育中。第二,要升华通识教育的理念,创新通识教育模式,构造基于互联网+的高等教育新模式。第三,摒弃传统的专业教育思想,融合创新创业教育,增强大学生自主学习、创新发展、创造世界的精神和能力。第四,完善高等学校通识教育的教学质量评估体系,把立德树人作为本科教育教学质量评估的核心要素。第五,要强化通识教育的教师队伍建设,造就一批精通人生哲理、知晓天文地理的通识教育大师。
