高校内部权力下放现状及其改革路径分析

【摘要】：为了适应组织变革,解除高校内部行政化弊病,回应高校改革共识,很多高校推行校级权力下放。通过访谈发现,当前高校权力下放存在事权下放权责不一致、人事权下放内容标准不统一、财权下放难以推动等问题。为了响应国家创新驱动发展战略,高校校级权力下放需要做到如下几点:明确权力下放的基本内容和原则、将权力下放纳入制度化建设之路、理顺职能部门和学院的关系、加强对学院的评估和监督。
[Abstract]:In order to adapt to the organizational change, remove the shortcomings of the internal administration of colleges and universities, respond to the consensus on the reform of colleges and universities, many colleges and universities carry out the decentralization of power at the university level. Through interviews, it is found that there are inconsistent powers and responsibilities in the decentralization of power in colleges and universities. In order to respond to the national innovation-driven development strategy, the content standard of decentralization of human affairs is not uniform and the decentralization of financial power is difficult to promote. The university level decentralization needs to do the following: clear the basic contents and principles of decentralization, put decentralization into the way of institutionalization, and straighten out the relationship between functional departments and colleges. Strengthen the evaluation and supervision of the college.
