燕山大学师资博士后青年人才引进政策研究

【摘要】:本论文以燕山大学师资博士后制度为研究对象,综合运用文献分析法、个案研究法和访谈法等方法,对燕山大学师资博士后制度实施的理论基础、背景、目的、可行性条件、发展历程、开展模式及实施现状进行了研究,总结了燕山大学实施这一制度取得的阶段性成效,如缓解了燕山大学因编制紧张制约高质量青年人才引进的矛盾、拓宽了燕山大学博士后招收渠道、降低了人才引进风险等。燕山大学在实施该项制度中存在的问题,如该项制度仅在有效期限内暂时缓解编制紧张问题、考核机制不科学、激励机制缺乏和师资博士后培养方式单一、学缘结构有待进一步优化等。为燕山大学完善这一制度提出如下建议,政府应出台正式文件,树立师资博士后制度权威,提供制度保障;应给高校编制松绑,解放高校师资博士后政策担任缓解编制紧张的角色,使其师资储备、师资培养的角色发挥到淋漓尽致。学校应加大博士后科研流动站建设,提供制度实施的广阔平台;健全考核机制,综合评价师资博士后研究人员的工作;坚持“引进来、走出去”原则,实施多样化的培养方式;提高薪资待遇、完善奖励机制,增强人文关怀;扩大师资博士后招收范围,创造优越条件吸引海内外优秀博士毕业生,尤其是南方、中西部和海外著名高校,进一步优化学缘结构等。
[Abstract]:This paper takes the post-doctoral system of teachers in Yanshan University as the research object, using the methods of literature analysis, case study and interview, etc., to the theoretical basis, background and purpose of the implementation of the post-doctoral system of teachers in Yanshan University. Feasibility conditions, development process, development model and implementation status of the study, summed up the Yanshan University implementation of this system has achieved periodic results. For example, it alleviates the contradiction of Yanshan University, which restricts the introduction of high-quality young talents, and widens the channels of postdoctoral recruitment. Yanshan University in the implementation of the system problems, such as the system only in the effective period of temporary relief of the establishment of the tight problem, the assessment mechanism is not scientific. The lack of incentive mechanism and the single way of post-doctoral training of teachers, the structure of learning edge need to be further optimized. For Yanshan University to improve this system put forward the following suggestions, the government should issue official documents. To establish the authority of post-doctoral system for teachers and to provide system guarantee; The establishment of university should be loosened and the post doctoral policy of university teachers should be liberated as the role of relieving the shortage of the establishment so as to make the teachers reserve and the role of teacher training to be brought into full play. The school should strengthen the construction of the post doctoral research station. To provide a broad platform for the implementation of the system; Perfecting the examination mechanism and synthetically evaluating the work of the postdoctoral research staff of teachers; Adhere to the principle of "bring in, go out", and carry out diversified training methods; Raise salary, perfect reward mechanism, strengthen humanistic care; To expand the scope of postdoctoral recruitment of teachers, to create favorable conditions to attract outstanding doctoral graduates at home and abroad, especially famous universities in the south, central and western regions and overseas, and to further optimize the structure of academic ties.
