基于知识产权价值链的高校科技成果转化机制研究

【摘要】:随着科学技术的不断发展,科技创新在带动经济增长、改变生活水平等方面产生了重要影响。与此同时,国家间的竞争也日趋加剧,各国竞相加大研发投入,科技创新和知识产权工作越来越受到国家重视。如何将科学技术转变为生产力,也是目前国家比较重视的问题之一。将科学技术转变为生产力的过程也就是科技成果转化的过程,促进科技成果的转化是世界各国提高创新能力,增强核心竞争力的重要战略之一。目前,我国科技成果转化的主体主要是企业、高校、以及企业与高校间的合作。随着经济和科技的发展,高校的科研也日益趋向市场化,高校的科技成果转化在促进社会经济发展的过程中发挥着至关重要的作用。高校也有科技成果转化必要的科研、软硬件设备、人才等条件,是科技成果的集聚地。然而高校的成果质量不高、转化效率低,科技成果基本以论文发表、成果鉴定得奖为主。在将理论性的科技成果转变为应用性的生产力的这一阶段,并不理想,原因在于高校的科技成果转化存在投资体系不完善、科研模式不灵活、利益分配机制不完善、信息不对称,转化过程碎片化、法律政策不健全等问题,这些也是导致目前各高校科技成果转化率低的普遍原因。正是这些因素的存在,使我国高校科技成果转化工作受到了更多的障碍。介于以上提到高校科技成果转化中存在的各种困难,本文将研究出一套促进高校科技成果转化的机制体系。科技成果与知识产权日益成为企业间或国家间的战略性资源和竞争力的核心要素。知识产权化的过程与科技成果转化过程存在着交叉以及紧密的联系,本文提出了促进科技成果转化的知识产权价值链,通过对价值链相关概念的比较,对知识产权价值链的可行性和必要性进行分析,并且重点研究了知识产权价值链整个链条的各个重要环节点和科技成果转化的基本过程,以及知识产权价值链各环节对高校科技成果转化的作用,最终将其形成一系列的机制流程,为促进科技成果转化提供便利。最后基于知识产权价值链提出一些促进高校科技成果转化的建议和对策。
[Abstract]:With the continuous development of science and technology, scientific and technological innovation has played an important role in driving economic growth and changing living standards. At the same time, the competition among countries is becoming increasingly fierce, and countries are competing to increase R & D investment. More and more attention has been paid to the work of science and technology innovation and intellectual property. How to turn science and technology into productive forces. The process of transforming science and technology into productive forces is also the process of transformation of scientific and technological achievements. To promote the transformation of scientific and technological achievements is to improve the innovation ability of all countries in the world. At present, the main body of the transformation of scientific and technological achievements in China is mainly enterprises, universities, and cooperation between enterprises and universities. With the development of economy and science and technology. The scientific research of colleges and universities is becoming more and more market-oriented. The transformation of scientific and technological achievements plays an important role in the process of promoting the social and economic development. Colleges and universities also have the necessary scientific research, hardware and software equipment for the transformation of scientific and technological achievements. Talent and other conditions are the gathering place of scientific and technological achievements. However, the quality of the achievements in colleges and universities is not high, the conversion efficiency is low, and the scientific and technological achievements are basically published as papers. The stage of transforming theoretical scientific and technological achievements into applied productivity is not ideal, because of the imperfect investment system in the transformation of scientific and technological achievements in colleges and universities. The scientific research mode is not flexible, the benefit distribution mechanism is not perfect, the information is not symmetrical, the transformation process is fragmented, the law policy is not perfect and so on. These are also the common reasons leading to the low conversion rate of scientific and technological achievements in colleges and universities. It is precisely the existence of these factors. The transformation of scientific and technological achievements in colleges and universities in China has been subjected to more obstacles. Between the above mentioned in the transformation of scientific and technological achievements of universities and colleges, there are various difficulties. This paper will develop a set of mechanisms to promote the transformation of scientific and technological achievements in colleges and universities. Scientific and technological achievements and intellectual property rights are increasingly becoming the core elements of strategic resources and competitiveness among enterprises or countries. The process of transformation of technical achievements is intersected and closely related. This paper puts forward the intellectual property value chain to promote the transformation of scientific and technological achievements, and analyzes the feasibility and necessity of the intellectual property value chain by comparing the related concepts of the value chain. And focuses on the intellectual property value chain of the whole chain of important points and the basic process of transformation of scientific and technological achievements, as well as the role of intellectual property value chain on the transformation of scientific and technological achievements in colleges and universities. Finally, it forms a series of mechanism processes to facilitate the transformation of scientific and technological achievements. Finally, based on the value chain of intellectual property, some suggestions and countermeasures are put forward to promote the transformation of scientific and technological achievements in colleges and universities.
