【摘要】:高等农业院校是现代农业发展的支撑平台,农业院校的基本职能不仅仅局限在为国家培养高质量的农业科技人才,也是农业新能源、新技术、新成果的辐射源。因此,农业院校一直是我国关注的重点,在为国家输送大量高质量的科技人才的同时,也通过自身的科研活动带动地方经济的发展。教育资源是相对稀缺资源,用于高等农业院校的资源更是不可多得,如何更好地配置这些稀缺资源直接关系到高等农业院校的发展前景。高等农业院校要获得持续高质量的科研产出,必须长期关注教育资源利用效率的高低和资源配置的合理程度,在考察高等农业院校科研质量时,科研的投入是否合理、有效也应该是关注的重点。目前在对高校科研绩效进行评价时,往往停留在静态评价的阶段,但是科研活动是一个动态的过程。因此,采用科学有效的方式对农业院校科研绩效进行客观的评价和合理的分析,找出各个农业院校资源配置中出现的问题,有利于促进高等农业院校的良性发展。本研究首先对高等农业院校科研绩效评价进行了系统的分析,通过梳理国内外高校科研评价的研究进展,归纳总结了本研究涉及的相关概念。并利用可视化工具分析科研评价的热点、时间分布、作者发文情况和发展趋势,在此基础上进一步对基于DEA模型的科研绩效评价的研究进行综述。并以38所高等农业院校为研究对象,对高等农业院校科研的总体情况、科研投入情况、科研产出情况三方面进行分析,以掌握高等农业院校各高校之间科研活动的实际情况,为下文深入研究打好基础。其次构建高等农业院校科研绩效综合评价模型。从我国高等农业院校科研绩效综合评价指标的构建原则出发,借鉴第四轮学科评估农学门类指标体系,构建了基于DEA模型和Malmquist指数的综合评价体系,并对高校的科研绩效进行了实证研究。首先根据构建的指标体系和DEA基本模型及超效率模型对我国高等农业院校科研绩效进行整体分析,对各高校的科研绩效进行评价和排名,再根据评价结果对DEA无效的高校提出改进意见,提高高校的科研绩效。然后运用Malmquist指数对高校进行动态评价,分析高校科研绩效没有提高的原因。在连续多时段内分别进行静态评价、趋势评价以及动态评价,掌握我国高等农业院校科研绩效的发展情况和变化趋势,以实现对高等农业院校科研绩效的综合评价,从而掌握我国高等农业院校科研绩效在连续多时段内动态发展的综合情况。通过研究发现高等农业院校科研绩效整体水平偏低,有32%的高等农业院校DEA有效,且全要素生产率随时间的推移逐渐减少,科研绩效有显著的下降趋势。大多数高校处于规模报酬递减的阶段,需要合理配置资源,提高科技创新能力,从而促进各农业院校科研质量水平的提高和各地区的均衡发展。本研究的创新之处在于:第一,目前有关高等农业院校科研绩效动态评价的研究很少,大多数都是静态的研究。本研究根据高等农业院校的特点,综合评价38所高等农业院校的科研绩效,给高等农业院校的科研绩效评价体系提供理论参考基础。因此,论文选题具有创新性。第二,本研究利用DEA的基本模型和超效率模型对高等农业院校科研绩效进行了静态评价和趋势评价,同时运用了 Malmquist指数动态评价了高校科研绩效的发展过程,实现了对高等农业院校科研绩效的综合评价,能体现高校科研活动的过程性和动态性,有利于对高等农业院校科研前景进行预测,具有前瞻性,对高等农业院校科研绩效的提高具有指导意义。

Therefore, agricultural colleges and universities has been the focus of our country, in the delivery of a large number of high quality scientific and technological personnel the country at the same time, through their own research activities to promote local economic development. The educational resources are relatively scarce resources for higher agricultural education resources is rare, how to configure these scarce resources is directly related to the development of Higher Agricultural colleges. Higher agricultural colleges to achieve high quality research output, must concerned about the long-term efficiency of resource allocation and the reasonable degree of use of the educational resources in the study of scientific research quality of agricultural colleges and universities, scientific research investment is Effective, should also be the focus of attention. At present in the performance evaluation of the scientific research, often stay in the static evaluation stage, but research is a dynamic process. Therefore, the scientific and effective way of objective evaluation and reasonable analysis of the performance of scientific research in agricultural colleges, find out the Agricultural Colleges and universities in the allocation of resources, is conducive to promoting the benign development of agricultural colleges and universities. The system analysis in this study, evaluation of the performance of scientific research in higher agricultural colleges, the research progress of the evaluation of scientific research combing the domestic and foreign universities, summarizes the relevant concepts involved in this study. The hot spots, and use visual tools to analyze the scientific evaluation the time distribution of a situation and development trend of the author, on the basis of further study on scientific research performance evaluation based on DEA model are reviewed. Through the study found that the overall level of scientific research performance of Agricultural Colleges and universities is low, agricultural colleges have 32% DEA, and the total factor productivity decreased gradually with the passage of time, research performance has a significant downward trend. Most universities are in the stage of decreasing returns to scale, need a reasonable allocation of resources, improve the scientific and technological innovation A new ability, so as to promote the balanced development of the quality of scientific research level of the agricultural colleges and improve in various areas. The innovations of this study are: first, the dynamics of agricultural colleges and universities scientific research performance evaluation is very few, most are static research. According to the characteristics of Agricultural Colleges and universities, 38 comprehensive evaluation in colleges agricultural scientific research performance, provide theoretical reference for agricultural colleges and universities scientific research performance evaluation system.
