“一带一路”背景下中以高等教育交流与合作:进展、问题及建议

【摘要】：以色列是"一带一路"沿线一个重要的节点国家,是世界最具创新性国家之一。中国的创新驱动需求与以色列创新发展优势形成互补。中以建交以来,高等教育合作交流机制已初步建立,在人员交流、人才培养、研究合作、合作办学、创新创业教育合作方面取得重要进展,但也面临整体合作框架有待完善、服务"一带一路"人才支撑不足、政产学研合作力量割裂、创新创业教育合作薄弱等方面的问题。为促进中以高等教育为"一带一路"建设提供更有力的人才和智力支撑,建议制定交流合作总体规划,加强人才交流与合作,强化政产学研协同创新,构建创新创业教育体系。
[Abstract]:Israel is an important node country along the route of "Belt and Road" and one of the most innovative countries in the world. China's innovation-driven demand and Israel's advantages in innovation and development complement each other. Since the establishment of diplomatic relations between China and Israel, The cooperative exchange mechanism of higher education has been preliminarily established, and important progress has been made in personnel exchange, personnel training, research and cooperation, cooperation in running schools and innovation in entrepreneurship education. However, it is also facing the need to improve the overall framework of cooperation. Insufficient support for "Belt and Road" personnel, separation of cooperation between government, industry, college and research, weak cooperation in innovation and entrepreneurship education, etc. To promote higher education in China and provide more effective talent and intellectual support for the construction of "Belt and Road," It is suggested that the overall plan of communication and cooperation be formulated, the exchange and cooperation of talents be strengthened, the cooperative innovation of government, production, education and research be strengthened, and the innovative education system of entrepreneurship should be constructed.
