辅导员的突发事件应急能力研究

【摘要】:高校是突发事件多发区域,大学生是许多高校突发事件的主要当事人,辅导员一直处于高校突发事件应急处置的第一线。据统计,全国现有专职辅导员13万多人、兼职辅导员5万多人,这支庞大的队伍作为维护高校安全和稳定的基层直接责任者和关键力量,对突发事件的应急处置能力理应作为辅导员能力结构中的重要一环。但目前来说,我国针对辅导员的突发事件应急能力的研究尚处于经验层次,造成该现象的关键是相关概念提出时间较短,缺乏强有力的理论指导,实质是由于我国针对辅导员的突发事件应急能力的研究尚处于碎片化,还未建成一套具有指导意义的研究体系。因此,充分总结已有研究成果,探究提升辅导员的应急能力的策略,对于贯彻落实全国高校思想政治工作会议精神,维护高校稳定乃至全社会和谐发展具有重要的理论和现实意义。文章紧密围绕辅导员的突发事件应急能力这一论题开展论述。第一章是绪论,交代选题背景和意义,文章的研究思路和方法,梳理国内外研究综述并指出研究重点以及可能的创新点。第二章是相关内容的概述及作用,主要界定了突发事件、高校突发事件、应急能力、辅导员的突发事件应急能力等概念,分析高校突发事件成因以及辅导员在事件处置中发挥的作用。第三章是文章的难点及创新点,搭建了辅导员的突发事件应急能力评价模型,运用专家赋分法、AHP等计算各级指标权重并通过一致性检验。第四章分析了辅导员的突发事件应急能力现状,本章运用实证分析法,在充分总结已有研究成果和实地调研三所高校的基础上,结合现实情况,进一步分析造成该现象的原因。第五章是研究的重点和落脚点,结合国内外已有研究成果和实际调研结果,提出提升辅导员的突发事件应急能力的策略。第六章是结语和展望。本文包含如下结论:第一,构建了辅导员的突发事件应急能力评价模型,该模型包括4个一级指标和18个二级指标,指标涉及应急管理过程理论、辅导员职业能力标准和开展网络思想政治教育的新载体,适用于高校对辅导员的相关能力进行考核。第二,得出了辅导员的突发事件应急能力综合评价结果。主要包括:(1)辅导员的突发事件事前预见能力、事中处置能力、事后恢复能力评价结果均为中等,网络宣传能力评价结果为及格。(2)四个一级指标评价结果排序为事中处置能力最强,其次是事前预见能力,事后恢复能力次之,网络宣传能力最弱。(3)三所被调查高校的综合评价结果为中等,突发事件应急能力尚存在较大欠缺。第三,提出了提升辅导员的突发事件应急能力的策略:(1)通过加强风险信息研判能力和潜在问题学生深入辅导能力来提升事前预见能力。(2)通过培养事态分析能力和快速应变能力来提升事中处置能力。(3)通过强化心理疏导能力和完善应急预案能力来提升事后恢复能力。(4)通过加强网络舆论引导能力和网络信息安全管理能力来提升网络宣传能力。本文的重点和研究的创新点主要体现在构建辅导员的突发事件应急能力评价模型和现状分析这两部分。首先,通过查阅大量国内外参考文献、走访专家学者,听取主管学生工作的校领导、学生工作部门、保卫部门、后勤、宣传部门等相关负责人及辅导员的意见和建议,选取科学合理的评价指标,包括4个一级指标和18个二级指标。其次,运用AHP计算各指标权重并通过一致性检验,构建具有较大理论和实践价值的评价模型。最后,为检验评价模型的科学性和调查辅导员的突发事件应急能力现状,设计打分量表,选取三所有代表性地高校作为样本进行调查分析,在已有研究成果的基础上,分析辅导员的突发事件应急能力现状,并提出解决方法。
[Abstract]:Is the emergency prone regions, college students are the main parties in many university emergencies, first-line counselors has been in the emergency disposal of emergencies in Colleges and universities. According to statistics, the existing more than 130 thousand full-time instructors, more than 50 thousand part-time instructors, a huge team as to safeguard the security and stability of the grass-roots direct responsibility and key strength. Emergency handle ability should be regarded as counselors ability structure in the important part. But at present, the research on the emergency for counselors our emergency ability is still in the level of experience, the key of the problem is related to the concept of time is short, the lack of strong theoretical guidance, is the essence of the unexpected events in counselor of the emergency capacity of our nation is still in the fragmented, has not established a set of guiding research systems. Therefore, charge Summarizes the existing research results, to explore the strategies to improve the emergency response capacity of counselors, to implement the ideological and political work conference of the national university spirit, to maintain the stability of colleges and the whole society harmonious development has important theoretical and practical significance. This thesis article focusing on the emergency response capability counselors were discussed. The first chapter is the introduction, explains the background and significance, the research ideas and methods, research at home and abroad are summarized and pointed out research priorities and possible innovations. The second chapter is a summary and related content, to define the University emergencies, emergencies, emergency response capabilities, the concept of emergency counselors emergency capability, analysis of causes of emergencies in Colleges and universities and the counselors in the event the role of disposal. The third chapter is the difficulty and innovation of the article, set up emergency Counselors Emergency capability evaluation model, using expert scoring method, AHP, to calculate the index weight and the consistency test. The fourth chapter analyzes the current situation of counselors emergencies emergency capability, this chapter uses the empirical analysis method, on the basis of three universities in the existing research results and field research, combined with the actual situation, further analysis the reason for this phenomenon. The fifth chapter is the focus and goal of the research, combined with the domestic and foreign research results and practical research results, put forward to enhance emergency response capacity of the strategy of counselors. The sixth chapter is epilogue and outlook. This paper contains the following conclusions: first, construct the evaluation of emergency response capability of the instructor model. (2) four level evaluation results for what sort of disposal capacity the strongest, followed by advance ability, recovery ability, the weakest network propaganda ability. (3) comprehensive evaluation of three surveyed college results for the middle, emergency capability is still large deficiency. Third, put forward to improve emergency the event counselors emergency capability Strategy: (1) by strengthening the risk information analysis ability and potential problems in-depth coaching ability to enhance pre foresight ability. (2) through the training situation analysis ability And rapid response ability to enhance the ability to dispose of it. (3) through strengthening the psychological ability and improve emergency plans to enhance the ability recovery ability. (4) by strengthening the network of public opinion to guide the safety management ability and network information network to enhance the propaganda ability. This research focus and the main innovations of this analysis two part in the evaluation of emergency response capability and build the model status. First, through consulting a large number of domestic and foreign references, visits of experts and scholars, students listen to the competent leadership of the school, the student work department, security department, logistics department, publicity and other relevant responsible person and their opinions and suggestions, select the scientific and reasonable evaluation index, including 4 first level indexes and 18 level two indexes. Secondly, calculate the weight of each index and the consistency test by AHP, construction has great theoretical and practical value The value of the evaluation model. Finally, for the status of emergency inspection and evaluation model of scientific investigation and counselors' emergency response capabilities, design scoring scale, selects three representative colleges and universities as samples for investigation and analysis, on the basis of existing research results, the status quo analysis of emergency Counselor's emergency response capability, and puts forward the solving methods.
