高校教师收入问题与“学术保护区”的设立

【摘要】：由于职业的特殊性,高校教师的薪酬通常不能直接等同于收入。文章将高校教师的收入分为保障性收入、绩效性收入、荣誉性收入和市场性收入。这种低保障、高竞争性的收入构成方式是造成学科发展失衡、教师收入分化、学术行为扭曲等问题的重要原因,但大幅度提高保障性收入目前并不可行。为此,提出在重点大学设立"学术保护区",以缓解由当前教师收入构成方式所带来的基础研究被冷落、科研功利化等问题。
[Abstract]:Because of the particularity of the profession, the salary of college teachers can not be equated directly with income. This paper divides the income of college teachers into three categories: indemnificatory income, performance income, honor income and market income. A highly competitive income structure is an important cause of the imbalance in discipline development, the division of teachers' income, the distortion of academic behavior, and so on. However, it is not feasible to substantially increase the guaranteed income at present. It is proposed to set up "academic reserve" in key universities in order to alleviate the problems of neglect of basic research and utilitarianism of scientific research brought about by the current income structure of teachers.
