我国公立高校内部经费配置中校院关系模式变革的案例研究

【摘要】：公立高校内部经费配置的集权模式有利于集中资源支撑学校整体发展战略,但学校高层很难深入理解各基层学术组织的需求从而整合多元且存在冲突的价值观,以行政手段推进的重点建设也易倾向于有较高地位和掌握较多资源的组织、群体和个人,形成资源和权力的双向循环;分权模式使得经费配置责权贴近教学科研第一线,激发基层活力,促进院系的自主化、多样性发展,但容易导致"各自为政"和"学院至上"的分散主义。集权和分权各有利弊,高校内部经费配置呼唤两者结合的混合模式,既需要建立强而精的行政系统并提高其战略管理能力,也需要形成强有力的"中间层"治理结构,强化学院责任中心,并建立保障基层教师广泛参与的体制机制。
[Abstract]:The centralized mode of allocation of funds in public colleges and universities is conducive to the centralization of resources to support the overall development strategy of the school, but it is difficult for the senior level of the school to understand the needs of the various grass-roots academic organizations in order to integrate the diverse and conflicting values. The key construction promoted by administrative means is also prone to organizations, groups and individuals with higher status and more resources to form a two-way cycle of resources and power, and the decentralization model makes the allocation of funds close to the front line of teaching and scientific research. To stimulate grass-roots vigor, promote the autonomous development of colleges and departments, but it is easy to lead to "separate government" and "college supreme" decentralization. There are advantages and disadvantages of centralization and decentralization, the internal allocation of funds in colleges and universities calls for a mixed model of combining the two. It is necessary not only to establish a strong and fine administrative system and improve its strategic management ability, but also to form a strong "middle layer" governance structure, strengthen the responsibility center of the college, and establish an institutional mechanism to ensure the extensive participation of grass-roots teachers.
