影响中国百年高等教育史上三次飞跃发展的高等教育政策研究

【摘要】：高等教育政策是影响中国百年高等教育史上三次飞跃发展的重要因素:高等教育政策由严格变为宽松成为导致1921-1927年期间高等教育"大发展"的重要原因之一;"十五年普及高等教育"等政策对1958-1960年高等教育"大跃进"起了重要的推动作用;高校扩招等政策成为推动2000-2010年期间高等教育"大众化"的直接因素。通过对影响中国高等教育史上三次飞跃发展的高等教育政策分析可知,高等教育政策在不同历史时期受到政治、经济等不同意识形态的影响和作用,价值取向也有不同的表现形式等。为了更好推动高等教育发展,高等教育政策遵循高等教育发展规律,兼顾社会工具价值取向与人本理性价值取向,另还要加强高等教育立法等。
[Abstract]:Higher education policy is the impact of higher education on the history of China hundred years of three important factors: the leap in the development of the higher education policy by strict to loose leading to 1921-1927 years to become one of the important reasons for higher education during the "big development"; "fifteen years of popularization of Higher Education" policy for 1958-1960 years of higher education "great leap forward" played an important the role of college enrollment policy; 2000-2010 years become the direct factor during the popularization of higher education. Through the analysis on the influence China higher education history of the three leap in the development of the higher education policy about higher education policy by political influence in different historical periods, different economic ideology and the role of value orientation there are different forms. In order to better promote the development of higher education, higher education policy to follow the law of development of higher education, social value orientation tool In addition to the orientation of human rational value, the legislation of higher education should be strengthened.
