英国政府托马斯报告对我国高校捐赠基金管理的启示

【摘要】:2003年,布里斯托大学埃里克·托马斯教授受英国政府委托,组建特别工作组对英国高等教育捐赠情况进行了全面调查,最终形成了托马斯报告。报告高度聚焦英国高等教育领域教育捐赠问题,内容翔实且针对性强,宏观上明确了英国教育捐赠事业差异化发展模式,微观上所提出的包括配比政策、筹资策略等11条建议更是为政府、大学提供了极具价值的决策参考。当前,我国大学教育基金会事业经过二十余年发展,特别是近十年的爆发式增长,已经形成了自身特点,对所在大学事业发展的作用业已显现,然而,亟待参照英国政府做法,对整体教育捐赠情况进行全面评估,为后续政策提供参考,进而形成符合我国高等教育发展实际的教育基金发展模式,为世界一流大学建设提供战略支持。
[Abstract]:In 2003, Professor Eric Thomas of the University of Bristow was commissioned by the British government to set up a task force to conduct a comprehensive investigation into the donation of higher education in the United Kingdom, resulting in the Thomas report.The report highly focuses on the issue of educational donation in the field of higher education in the United Kingdom, which is informative and targeted. From a macro point of view, it clarifies the differentiated development model of the cause of educational donation in the United Kingdom, including the matching policy proposed at the micro level.Funding strategies and other 11 recommendations for the government, universities to provide a valuable reference for decision-making.At present, after more than 20 years of development, especially the explosive growth of nearly 10 years, the cause of university education foundation in our country has formed its own characteristics, and its role in the development of its university has been shown. However, it is urgent to refer to the British government's practice.This paper makes a comprehensive evaluation of the overall education donation, which provides a reference for the follow-up policy, and then forms an educational fund development model in accordance with the reality of the development of higher education in China, and provides strategic support for the construction of world-class universities.
