“双一流”建设的内涵与基本特征

【摘要】：统筹推进一流大学与一流学科建设,即所谓"双一流"建设,是当前我国高等教育研究的热点问题。"双一流"建设是一个复杂性的整体系统和综合性概念。推进"双一流"建设,必须弄清"双一流"建设的基本内涵、本质和特征,加强对其规律性、基础性问题的深入探究,这对于促进"双一流"建设具有重要的理论意义和实践价值。"双一流"建设必须以一流的人才汇聚为核心、以一流的科学研究为基础、以一流的治理为支撑、以一流的社会服务为动力、以一流的教育投入为保障、走国际化必由之路,注重一流大学和一流学科建设的统筹与协调推进。"双一流"建设的基本特征体现在:"双一流"建设是高等教育发展战略的跨越式发展,是大学与学科统筹推进的协同过程,是向特色优势要竞争力的创新之举,是多要素有机联动的整体系统。
[Abstract]:It is a hot issue in the current research of higher education in our country to promote the construction of first-class universities and disciplines as a whole, that is, the construction of "double first-class". " Double-class construction is a complex overall system and comprehensive concept. In order to promote the construction of "double first-class", we must make clear the basic connotation, essence and characteristics of "double first-class" construction, and strengthen the in-depth exploration of its regularity and basic problems. This has important theoretical significance and practical value for promoting "double-class" construction. " The construction of "double first-class" must take the first class talent gathering as the core, the first-class scientific research as the foundation, the first-class governance as the support, the first-class social service as the motive force, the first-class education investment as the guarantee, and take the only way of internationalization. Pay attention to the first-class university and the first-class discipline construction overall planning and coordinated promotion. " The basic characteristics of double first-class construction are as follows: "double first-class" construction is the leapfrog development of the development strategy of higher education, the coordinated process between universities and disciplines, and the innovation to competitive advantage. Is a multi-element organic linkage of the whole system.
